Summary of the work Produce conceptual designs for Identity, Authentication and Authorisation taking into account DVLA’s future direction around Customer and communicate these across the Agency to ensure they are understood and agreed. Work with the Architecture/Engineering teams to ensure that these core building blocks are designed/implemented in accordance to the architectural strategy. Specialist role Technical Architect Expected Contract Length 12 Months Latest start date Monday 15 April 2019 Maximum Day Rate £750 (this is inclusive of T&S) Who Speclialist Work With The Specialist will work with the Enterprise Architecture team and also work closely with IT Service Creation architecture and engineering teams to ensure common understanding, compliance and governance of architectural patterns. What Specialists Work On DVLA requires an Integration Specialist with specific knowledge of identity, identity verification, authentication and authorisation patterns to support the design and delivery of these key elements of transformation. Provide industry best practice experience to support the design and delivery of these core fundamental building blocks, to ensure compliance and governance of the architectural patterns. The Specialist will work with the Enterprise Architecture team but also with Solution Architects and Lead Software Engineers. As DVLA continue to expand its Digital Services, it needs to ensure that security and data privacy are embedded by default for all external and internal users. Skills & Experience • Evidence and experience over a period of 3 or more years of OAuth2 standards • Evidence and experience over a period of 3 or more years of knowledge of utilising API Gateways to provide secure access to APIs • Evidence and experience over a period of 3 or more years of knowledge of Identity, Identity Verification, Authentication and Authorisation patterns • Evidence and experience over a period of 3 or more years of integrating with Third Party Identity Providers • Evidence and experience over a period of 3 or more years of Knowledge of Adaptive Authentication and Multi-Factor Implementation • Evidence and experience over a period of 3 or more years of working across architecture and delivery to ensure compliance and governance of architectural patterns • Evidence and experience over a period of 3 or more years Evidence of working in a regulated industry • Evidence and experience over a period of 3 or more years of communicating complex technical concepts and ensure knowledge transfer to in-house development teams • Evidence and experience over a period of 3 or more years of working on projects using open source technology within cloud hosted/virtualised environments; AWS preferred • Evidence and experience over a period of 3 or more years of integrating with external systems using REST and SOAP • Evidence and experience over a period of 3 or more years of presenting work at user groups and agile ceremonies communicating technical concepts to a non-technical audience • Evidence and experience over a period of 3 or more years of supporting enablement of in-house development capabilities, engaging with staff and creating an environment of knowledge sharing Nice to Haves Knowledge of EU General Data Protection Regulation (GDPR) and its impact on data privacy – provide 1 example. Work Location DVLA, Longview Road, Clase, Morriston, Swansea SA6 7JL Working Arrangments The nature of the work dictates the location. Standard working week/hours to be managed by the Supplier as they see is appropriate The specialist will work to a pipeline of work that has been prioritised by the DVLA. We anticipate this will take up to twelve months to complete, whilst allowing for the specialist knowledge to be shared across the architecture and engineering community. Security Clearance BPSS clearance is required, if SC clearance is required through the duration of the contract the DVLA will sponsor. Additional T&Cs We currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision. Is there an option to work remotely some of the week at all? The nature of the work dictates the location on site in Swansea, with a standard working week/hours to be managed by the Supplier as they see appropriate. Some flexibility may be able to be accommodated on an ad-hoc basis, but would need to be approved by the DVLA in advance. 3. Within the day rate, what does T & S refer to? DVLA currently see this advertised role as sitting outside of IR35 as the candidate would not hold a fixed office position and will not have direct day to day direction or supervision. 6. Is the current architecture in Windows or Linux environment? If within Linux, would it be within Java, PHP or another language? DVLA have a windows based desk top estate with a small amount of .net services. The majority of DVLA's customer facing applications are Linux/unix architecture, with unix decreasing. Most of DVLA's Web Apps are run from JVM and we use Cloud Services where possible.
