Tender description

The value of the HRB’s current funding commitment is in the region of €170 million. As this is public money, there is an onus on the HRB to account to government and other stakeholders, including the public, for the funds it allocates and the returns on this investment. In addition, the HRB is keen to use its limited funds as efficiently and effectively as possible and to ensure that the schemes it operates are meeting the objectives for which they were established. Within the HRBs’ Evaluation Strategy 2017-2020, there is a commitment to undertake an Impact Assessment of its funding investment in Leaders in Health Research. The HRB operates two main schemes targeting Leaders in Health Research. These are the Clinician Scientist Awards and the Research Leaders Awards. The purpose of this document is to assist interested parties in preparing proposals for the provision of a Qualitative evaluation of HRB Investment in Leaders in Health Research. The Qualitative evaluation will form part of a larger Impact Assessment which will include a quantitative component to be carried out by HRB staff. The Impact Assessment will be used to assess the achievement of and inform the future delivery of HRB strategic goals. The analysis will consist of two main components: - A quantitative analysis of outcomes, outputs and impacts, using data already gathered through existing HRB databases and supplemented with a detailed survey of more recent outputs, outcomes and impacts using a bespoke survey tool. This piece of work will be carried out primarily by HRB staff, though some input from the Tenderer in an advisory capacity will be expected. - An interview-based qualitative analysis – the subject of this tender – to be carried out by a qualitative expert who will conduct a series of semi-structured interviews with key stakeholders; analyse collected data and prepare a written report of findings. Both aspects of the analysis will be integrated into a final Impact Assessment repor
