Project Management Support for SEM

The Single Electricity Market (SEM) is the wholesale electricity market on the island of Ireland and is jointly regulated by the Commission for the Regulation of Utilities (CRU) in Dublin and the Utility Regulator (UR) in Belfast, together known as the Regulatory Authorities (RAs). The decision-making body which governs the market is the SEM Committee (SEMC), consisting of the CRU, the UR and an independent member (who also has a deputy), with each entity having one vote. The SEM has recently undergone a re-design arising from changes to European legislation designed to create a single wholesale electricity market across Europe. The new market design developed by the SEMC went live on 1st October 2018 and will more fully facilitate coupling with the electricity market in the rest of Europe. The RAs established a project office to support the effective management of the wholesale market redesign project (known as the I-SEM, or Integrated-SEM project). The project office played an important part in successfully delivering the new SEM by coordinating workstreams, tracking progress against milestones and providing consistency of delivery approach. The I-SEM Delivery Summary acknowledged the importance of good project management skills to the RAs going forward and the RAs consider that this is best fulfilled in the short term through consultancy support. This consultancy support will be focussed generally on I-SEM project operationalisation and more specifically on the successful delivery of a number of “Day 2” projects.
