Tender description

City of Wolverhampton Council are procuring this contract on behalf of Dudley Metropolitan Borough Council, Sandwell Metropolitan Borough Council, South Staffordshire District Council and City of Wolverhampton Council. The Authorities require certificated debt recovery companies (Enforcement Agents) to undertake the collection of Council Tax, Non Domestic Rates, BIDs, County and High Court Judgements and Commercial Rent Arrears Recovery and Sundry Debts and Penalty Charge Notices (PCN's). The companies selected must have the proven capacity and demonstrate that they have similar experience with other Metropolitan or Unitary Councils similar in characteristics to The Authorities that will be party to this contract. This procurement is split into Lots as follows: • Lot 1 - Enforcement Agents for the Collection of Council Tax, Non- Domestic Rates, Business Improvement Districts (BIDs), County and High Court Judgements and Commercial Rent Arrears Recovery and Collection Agent for Sundry Debts, including housing benefit overpayments • Lot 2 - Enforcement Agents for the Collection of Penalty Charge Notices • Lot 3 - Second referral Enforcement Agent Collection Service for unpaid Council Tax and Business Rates Lot 1 - Enforcement Agents for the Collection of Council Tax, Non- Domestic Rates, Business Improvement Districts (BIDs), County and High Court Judgements and Commercial Rent Arrears Recovery and Collection Agent for Sundry Debts, including housing benefit overpayments The Authorities require a contract for the collection of unpaid collection of Council Tax, Non- Domestic Rates, Business Improvement Districts (BIDs), County and High Court Judgements and Commercial Rent Arrears Recovery and Collection Agent for Sundry Debts, including housing benefit overpayments. It is the Authorities intention to award contracts to deliver these services to at least two companies as the primary providers. The current contract is due to end 30 November 2018. Lot 3 - Second Referral Enforcement Agents for the Collection of Council Tax and Non-Domestic Rates The Authorities require a contract for second referral collection of unpaid collection of Council Tax and Non-Domestic Rates. It is the Authorities intention to award contracts to deliver these services to up to two companies as secondary providers.
