Leicestershire County Council (LCC) on behalf of Leicester-Shire Schools Music Service (LSMS) is embarking on a DPS tendering exercise to create a framework of suppliers who are able to bid for individual contracts to supply musical instrument, equipment and music technology equipment, as and when required. LSMS is a music service and lead partner of the Leicester-Shire Music Education Hub and mainly provides services to Schools and other Music Education Hubs and requires instruments and equipment to carry out these functions. Individual contracts will be awarded to the supplier whose quote best matches LSMS requirements, whether this is for quality, lowest mark-up percentage for purchases, order turn around, delivery costs or ability to ship to multiple locations. Quality and value for money: It is vital that LCC obtains the appropriate quality of instruments and equipment to meet its needs whilst also achieving value for money. For each contract issued; suppliers would be expected to demonstrate how they meet the purchasing requirements. Delivery delays will be also reviewed, along with the ability to source bespoke products. Contract specification: Each time LSMS/LCC have a purchasing requirement a separate specification will be posted via the East Midlands procurement portal detailing LSMS/LCC requirements. As a background, recent purchases have included: — guitars, — ukuleles, — spare strings, — roisin, — modified turntables, — iPads, — headphones, — PA systems, — brass instruments, — music stands, — flight cases. Contract value: We estimate that individual contract values will range from 500 GBP to 50 000 GBP with total spending on musical instruments and equipment over a year ranging from 50 000 GBP to somewhere in the region of 200 000 GBP.
