TfL's Dial-a-Ride (DaR) service is responsible for delivering a multi-occupancy door-to-door transportation service. The service is available to registered members living in London boroughs who are unable to access mainstream public transport. DaR are seeking to replace the current booking and scheduling system that is in place. The new solution is required to support the aspirations of the Assisted Transport Services (ATS) Roadmap, which aims to bring together customer access to multiple ATS options (including non-TfL systems, funders and suppliers) onto a single platform, to enable ATS customers to self-service access the most appropriate form of transport and sources of funding to meet their travel needs, whether or not they are directly operated by TfL. TfL also seeks to exploit advancements in technology, to generate efficiencies whilst maintaining service quality. It's hoped a new solution will improve operational efficiencies within DaR but continue to satisfy customer needs. TfL wishes to engage with the market to help shape how it might define, procure and contract for a new solution, as well as the maintenance and enhancement of a new solution, through assessing current market capabilities and appetite for the different elements of service identified in the high level requirement capture. Section II.1.6) of this Prior Information Notice states that the potential contract will not be divided into lots — for clarity, at this stage, no options have been discounted, including a multi-vendor service or a “programmed” approach to delivery. Interested parties are asked to express their interest to Jack Silvester (Dial-a-RideBookingProcurement@tfl.gov.uk) by no later than 12:00 p.m. Wednesday 1.5.2019. Expressions of interest should include the party’s full company name, company registration number and key contact details (email and phone number) of maximum 2 representatives. In addition, TfL requests that expressions of interest are accompanied by a short description (no more than two sides of A4 including diagrams) of the relevant capabilities of the company, which will be used by TfL for planning purposes. Parties that express an interest will be provided with an information pack containing further details of the project (release of this is expected in w/c 22.4.2019), a form to confirm if you wish to attend an industry day and who will be attending, a Commercial FAQs document, and, at a release date to be confirmed, a Market Sounding Questionnaire (MSQ) for you to facilitate input into our market study. As stated, as part of the early market engagement process, TfL is planning to hold an Industry Day at an appropriate location in London to provide interested suppliers with further details around the project and invite all interested parties to discuss potential solutions or offer comments on our plans. The currently proposed date for the Industry Day is 10.5.2019, however this is to be confirmed based upon venue availability. If you express an interest and then wish to attend the industry day, TfL requests that you submit the industry day registration form no later than 5:00 p.m. Wednesday 1.5.2019. Unfortunately, notification of expression of interest and subsequent submission of this form will not guarantee attendance to the Market Briefing Event due to venue capacity constraints. TfL will manage the invitation and event registration process and will confirm attendance (or otherwise) by Friday 3.5.2019. Please note that in the event that attendance is not possible by any representatives from a supplier, TfL will still gratefully accept responses to the MSQ and commits to keep all interested parties updated on future developments with regards to the project.
