Arden and Greater East Midlands Commissioning Support Unit (AG CSU), acting on behalf of the NHS England North Midlands and NHS Shropshire Clinical Commissioning Group is seeking a provider to offer high quality and safe primary medical services (in accordance with Alternative Provider Medical Service Agreement) for circa 3 576 un-weighted (3,126.11 weighted) patients in the vicinity of Monkmoor, Shrewsbury, Shropshire from 1.10.2019. NHS England North Midlands and Shropshire Clinical Commissioning Group as delegated (now onwards will be referred to as “The commissioners”) will be the contracting and commissioning authority for the contract resultant from this procurement. It is anticipated that the tender documentation relating to this procurement will be available at https://uk.eu-supply.com/login.asp?B=agcsu in due course most preferably in April 2019. Whitehall Medical Practice (“the practice”) is one of 41 GP practices providing primary medical services within Shropshire CCG area. For this service provision AG CSU would like to encourage innovative solutions including consortia, strategic alliances and sub-contracts which will deliver value for money and improved services to patients. The services must be provided by GPs and Nurses and they will be required to deliver an outcome based service to include: — High quality Primary Medical Services responsive to the needs of the local population, — provision of professional advice to patients and promotion of healthy living with the aim of tackling the underlying causes of ill health, — provision of all essential and additional services, — all enhanced services commissioned by NHS England, the Clinical Commissioning Group (CCG) and the local authority, — robust business management systems and processes for improved patient experience, — financial management – efficient use and maximisation of available resources. Maintain financial control within the available budget. The successful provider will be required to demonstrate that they can deliver a high-quality service on a continuous basis, ensure a sustainable workforce and be responsive to the needs of the local population in line with the service specification of the procurement. The providers will be required to establish and maintain best practices and use them for continuous service improvement during the term of the contract. The providers will also need to adopt applicable national guidance. The commissioners encourage innovation and use of technology within service delivery. They are seeking patient centred solutions for the provision of service that consistently delivers high levels of patient satisfaction with the following aims: — the increased and right access – the method of service delivery needs to be flexible to meet the varying patient needs, — the right clinical assessment — specialist assessment for children and elderly patients or that with a disability, — the right timing — the timely inspection and screening of vulnerable patients for prevention of any complications. Contract value: The contract will be based on global sum average 19/20 with a 10 % premium. Annual uplifts will be made for the term of the contract in line with GMS Contract negotiations. Quality outcomes framework, enhanced services and premises payments are in addition. A condition of the procurement is that the new provider will provide the zero tolerance enhanced service from the premises covering all patients residing within the Shropshire CCG border. This will attract an additional payment above global sum. The contract and its duration: The commissioners are looking to procure services under the terms of an APMS contract for 4 years and 6 months.
