Tender description

The Authority is seeking to award a contract for the design and construction, operation and maintenance of a new district energy combined heat and power network for Paddington Village (Central) the first phase of a major development scheme which has a wider 30-acre site also covering Paddington North and South. A supplier to carry out the design and construction, operation and maintenance of a new district energy combined heat and power network which will be split into 2 work packages: Works Package 1: includes fit out of a new energy centre (shell construction by others) together with all associated mechanical and electrical installations; district heating; private wire installations; builders work, external works; including forming routes to and undertaking work within external plant rooms. These installations shall provide a district heat network from plant installed at the energy centre and distributing through underground pipework to connect to the buildings on the Paddington Village (Central) development. The completion of the Paddington Village development shall be phased with the first occupied Plots planned for March 2020 and the final plots planned for September 2022. The works under this contract shall be phased to ensure heat availability to each of the plots as they become occupied. Work Package 2: These works shall also be let to the same provider as Work Package 1, to provide a complete design, build, operate and maintain service for the development. The period of operate and maintain shall be 5 years from first plot live date covering the district energy combined heat and power network, energy centre systems and equipment, distribution pipework, building connections, heat interface units and plate heat exchangers forming the heat stations.
