Tender description

Conditions for participation: The FCO funds relief efforts in British Overseas Territories (BOT) and other locations in the event of natural disasters and emergencies such as hurricanes, and wishes to be able to contract with prison operators to provide support primarily to BOT prisons but also others further afield, if necessary in the event of a natural disaster or emergency. In the aftermath of the 2017 hurricanes, damage to the physical infrastructure of prisons and reduced availability of local staff resulted in the need to deploy emergency operational staff to ensure the effective and secure management of prisons. The support ranged from 3-4 week deployments, to longer term provision of Custodial Prison Officers to support to return to pre-emergency levels of security, staffing and infrastructural integrity. 1) Conditions for participation: The Foreign and Commonwealth Office funds relief efforts in British Overseas Territories (BOT) and other locations in the event of natural disasters and emergencies such as hurricanes, and wishes to be able to contract with prison operators to provide support to primarily BOT prisons but also others further afield, if necessary in the event of a natural disaster or emergency. In the aftermath of the 2017 hurricanes which particularly affected the British Virgin Islands and Turks and Caicos Islands, damage to the physical infrastructure of prisons and reductions in the number of available local staff resulted in the need to deploy emergency operational staff to ensure the effective and secure management of prisons. The support ranged from 3 to 4-week emergency deployments, to longer term provision of Custodial Prison Officers to support to return to pre-emergency levels of security, staffing and infrastructural integrity. Objective 1) To provide emergency management and operational support to up to nine BOT prisons in the aftermath of a natural disaster or other emergency to ensure that they are managed securely, according to relevant legislation and international good practice; 2) To provide emergency management and operational support to prisons in other international locations as part of a UK facilitated relief effort to ensure that they are managed securely, according to relevant legislation and international good practice. Tenderers need to have experience of working within the UK prison service and applying the UK Law. Tenderers will need to have completed a due diligence supplier questionnaire. Any organisations who have not completed a Supplier Questionaire will need to submit one at the time of tendering.
