Tender description
The Chemical, Biological, Radiological and Nuclear (CBRN) Delivery Team own 11 Fuchs ‘Fox’ Chemical, Radiological & Nuclear (CRN) survey and reconnaissance vehicles. These platforms were gifted to the Ministry of Defence in the early 1990’s and much of the sense equipment is becoming obsolete. An obsolescence management project has been initiated and the Ministry of Defence have a requirement to upgrade both the chemical & radiation detection equipment for 10 platforms and 1 simulator, alongside the provision of in-service support to the out of service date of December 2024 (with the potential to extend to 2027). The Contractor will be required to purchase replacement chemical and radiation sense equipment and integrate these accordingly, while providing in-service support anticipated to begin 1.1.2020. The in-service aspect of this requirement is to be in accordance with the Army Equipment Support Publications (AESP’s) and could include, but is not limited to, the following: — Fleet availability of 85 %, — Level 3 and Level 4 maintenance, — Train the trainer package for the upgraded equipment (Maintainer, Operator, Tech Elec), — Unscheduled repairs and maintenance, — Project management, technical support and obsolescence management activities, — Seating and occupant restraint improvements, — Investigation into improving brake performance. A Prequalification Questionnaire (PQQ) will be issued to interested parties. The anticipated date for the PQQ release is end Jun 2019. Based on the results of the PQQ and if Contractors qualify, an Invitation to Tender (ITT) will be issued. The requirement will be supported by a Bidders conference, estimated to be held early Autumn 2019. This project may have a high security classification, resulting in a possibility of performance thresholds for test and evaluation being unavailable to interested parties. If you are interested in this requirement, please submit your interest to Laurence.Unsted251@mod.gov.uk to be updated on the initiation of the next stage of the procurement process.
