Tender description

This tender relates to support services to vulnerable adults, it consists of 2 lots. A single contract will be awarded for each service lot. However, tenders will be welcomed from provider partnerships, consortiums or those involving subcontracting, as well as from individual providers. The provider will be expected to mobilise ready for the new service to commence delivery from the 1.9.2019. The Council is interested in bids from organisations with substantial knowledge and experience of providing the relevant support service for homeless or potentially homeless vulnerable individuals with complex needs. Strong bids will also demonstrate proficiency and experience of working in an open, transparent and collaborative way across whole systems. This tender is let under the “Light Touch" arrangements as defined in the Public Contract Regulations 2015. The overall purpose of the service is to provide supported accommodation for vulnerable adults, who are at risk of homelessness or homeless, many will have complex needs including ex-offenders, those with substance misuse or mental health needs. The service helps turn customer’s lives around by offering an alternative to homelessness services and supports the development of life skills, a move back to independent living and integration within the community. The overall purpose of the service is to promote independence and personal resilience by offering a housing related floating support service to vulnerable individuals over the age of 18 years, who are at risk of homelessness or homeless. All customers will be in housing crisis and many will have complex needs including ex-offenders, those with substance misuse or mental health needs.
