Tender description

The London Borough of Newham is inviting bids for the its Accommodation Based Domestic and Sexual Violence Women’s Refuge. The London Borough of Newham will accept bids from one provider. LBN aims to commission a service for victims of domestic and sexual Violence which will provide temporary safe accommodation and housing related support to enable women to live as independently and inclusively in the community as possible and to enjoy the highest possible quality of life after fleeing domestic and/or sexual violence. Commissioners have undertaken a series of engagement exercises with stakeholders, providers and women with lived experience of domestic and/or sexual violence to seek opinion on what is needed from the refuge service. The service will provide the following: — Facilitate the provision of temporary accommodation and housing related support to enable service users to manage in their accommodation and to enable them to live as independently and inclusively in the community as possible and to enjoy the highest possible quality of life, — Achieve their maximum potential for independence and stabilise their situation so that they are able to live independently, — Assess and manage risk to their and their children’s safety, — To work with each service user to develop a support plan and help them achieve and review the targets they set out in their support plan, — To promote greater independence and resilience through practical assistance, support and skills training, — To support service users with children to access provisions for their children, such as schooling or nursery, — To support service-users to consider and plan for move-on with realistic expectations and to consider the full range of move-on options they have available to them. This would involve working with housing services in LBN, — To help service users access services they may need to rebuild their lives, such as counselling, drug and alcohol treatment, legal and financial advice services, — To provide the service with a full awareness of the law and provision for mitigating a range of harmful practices as related to the service user’s situation.
