Tender description

This is an invitation to participate in the next stage of the pre-procurement process: a market engagement event. Devon County Council commissioned a new healthy lifestyle offer after extensive development and insight work, the service was originally commissioned in 2016/17 as 2 lots one for a holistic lifestyle service and the other for a specialist stop smoking service. Further insight work and an evaluation of the first 2 years has supported the approach to inform, enable and support individuals who wish to make changes to be more active, understand the harms from alcohol, maintain a healthy weight and quit or reduce harms from smoking. The digital offer has been well accessed and is an essential component of a future healthy lifestyle model but it is clear many individuals need more direct support. Devon is a large rural county with a population of over 780 000, there are a number of market towns and the City of Exeter. In Devon it is estimated that: — number of adult smokers in Devon 86 779 (2017), — number of physically inactive adults (<30 minutes of physical activity a week) 141 100 (2017/18), — number of adults (16+) at increased risk of harm from alcohol 152 982 — (2017), — number of adults (16+) that are obese 194 380 (2017), — number of adults (16+) that are overweight or obese 447 813 (2017). AIM: for Devon County Council to: 1) Outline the priorities for the healthy lifestyle service and describe the proposed model; 2) Share learning from delivering the new service model over the last 2 years; 3) Collectively have an opportunity to shape the approach based on the expertise and experience from elsewhere. Outcome: to help inform and shape the final service specification, which will be tendered soon. Potential providers at the event will: — hear directly from Devon County Council’s commissioning and policy lead, — hear about the insights gained from the service model over the last 2 years, evaluation and further insight work including stakeholder interviews, — meet up with potential providers from different domains (who you may or may not wish to network with), — an opportunity direct input into the development of the service outcome framework, — have input in the development of the next steps for the model, — an opportunity to input into the final service specification.
