Summary of the work To develop the campaign landing pages and forms for domestic and international audiences. Latest start date Monday 4 March 2019 Budget Range For the 18/19 Financial Year a budget of £120,000 has been allocated. A further £350,000 may be allocated for the 19/20 Financial Year. Why the Work is Being Done The Department for International Trade (DIT) runs large-scale marketing campaigns in the UK and worldwide. Between now and the 31st March 2018, there are a number of digital campaigns that are require development. DIT do not have the capability in-house to be able to develop this content and therefore require an external supplier to assist. Problem to Be Solved DIT’s Digital Data and Technology (DDaT) teams that run great.gov.uk are building a dynamic publishing system on Wagtail CMS. DIT now require additional capacity that has proven experience of delivering agile products. This team will deliver marketing-led content on great.gov.uk. Who Are the Users The content that is released will be for UK and International businesses seeking to export from, trade with, and invest in the UK market. Existing Team The existing teams manage the great.gov.uk platform, and deliver marketing campaigns. The existing teams are all internal, however DIT will shortly be bringing in another external supplier to assist with this work. The supplier is yet to be selected. Current Phase Live Skills & Experience • Demonstrate experience and technical competence in managing agile delivery (3%) • Demonstrate experience and technical competence in delivering products to the standards and processes of the GDS service manual (3%) • Demonstrate experience and technical competence in designing user experience (3%) • Demonstrate experience and technical competence in content design (3%) • Demonstrate experience and technical competence of developing in Python (3%) Nice to Haves • Demonstrate experience and technical competence of developing and delivering product in wagtail cms (10%) • Demonstrate experience and technical competence of developing in Django (5%) Work Location Windsor House, 50 Victoria Street, London, SW1H 0TL Working Arrangments Primarily based in London at the DIT Windsor House office, with an option to work flexibly or remotely on non-meeting days. Security Clearance The successful supplier's resource working on this project must hold a minimum of BPSS clearance. It is expected that the successful supplier will have this level of security clearance in order to meet DIT's required start date. No. of Suppliers to Evaluate 3 Proposal Criteria • Outcome Delivery: Describe your approach to successfully delivering products using agile frameworks (10%) • Team Structure: Describe your multidisciplinary agile team with the technical, UX, user research, content design and delivery record (10%) • User Needs: Demonstrate how you will ensure user needs are understood and met in the development and delivery of the service (5%) • Knowledge Transfer: Demonstrate how you will support DIT staff to take on operational control of the work upon completion. (5%) Cultural Fit Criteria Demonstrate your ability to deliver in an open, collaborative and agile manner consistent with the principles outlined in the Government Service Design Manual (20%) Payment Approach Capped time and materials Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. The two "Nice to Have" skills, have a higher score weighting than all the essential skills, can you explain why they are not essential please? The Nice to Have criterion are not essential to a supplier being able to fulfil the requirement, meaning we will not exclude suppliers if they do not have the experience. However DIT values these skills very highly for this project and would therefore like this to be reflected when evaluating tender responses. 2. Can DIT clarify the existing architecture and technology stack of the great.gov.uk site and its existing CMS? Can DIT also outline the road map and high-level requirements for the new Wagtail-based CMS including how it fits with the existing great.gov.uk site? DIT uses 2 tier architecture for systems, separating the API layer from the FE/publicly accessible layer. The systems are built and maintained using agile and a continuous deployment setup based on Jenkins/Git/CircleCI on the UK Government’s PaaS.DIT's systems are built using Python and Django.DIT uses Wagtail in a headless way, separating server from client side rendering using an API. DIT expect the marketing team to be working independently, while building systems that DIT can maintain and extend, integrating with the ways of working of the rest of the development team. 3. This requirement looks the same as DIT's recently closed opportunity for "Great.gov.uk Support Team". Can you confirm whether this is a re-tender or whether it is for a second team? This requirement is for a second team. DIT have not yet awarded the recently closed tender so are therefore not able to detail the supplier's name. DIT are content for new suppliers to submit a response, as well as suppliers that submitted a response to the first tender. 4. Is this opportunity a replacement of opportunity 8612 "Great.gov.uk Support Team"? If not, is it possible for the same supplier to win this opportunity and opportunity 8612? This is not a replacement of opportunity 8612. DIT are happy to award these opportunities to the same supplier or to different suppliers. The contracts will be awarded to the Most Economically Advantageous Tenders. 5. Could you please confirm the rough split between content production and Wagtail development support you envisage needing? There will be elements of both activities; every delivery will require content production. DIT are increasingly using a growing stock of template Wagtail pages and forms, so the need to develop in Wagtail will likely reduce over time. 6. Can you confirm your understanding of Capped Time and Materials? Are you expecting the Supplier to assume the risk of completing any outstanding work at their expenses? Capped time and materials will operate in the same format as time and materials, whereby DIT will only pay for the work that has been done in accordance with the agreed Statement of Works (SOW). There will however be an upper limit to what can be spent which will be defined by the successful supplier's pricing proposal, and will be in accordance with DIT's budget. The risk you have flagged will be mitigated by detailed deliverables and resource plans being agreed between the Supplier and DIT, and will be written into the contract before the work starts. 7. Can you offer an indication on the length of the contract? Will the £350k cover all of 2019/20? DIT cannot give an exact contract length at this time, however the total contract will last no longer than 9 months.
