Tender description

Renfrewshire Council are seeking to engage Specialist Consultants that has architectural, energy efficiency, surveying, quantity surveying, structural and façade engineering experience in order to carry out a stock condition survey for all fourteen (14) of the multi storey blocks that the Council maintain. The client requires the services of a specialist consultant that has architectural, energy efficiency, stock condition surveying, quantity surveying and structural engineering skills and experience, in order to carry out a condition survey of our fourteen (14) multi storey blocks that the Council manage and maintain. The client require an external assessment of these blocks and a recommendation “in principle” in terms of their condition and any works, both repair and improvement, that will be required to maintain them to an acceptable standard, with minimal maintenance, over the coming decade and beyond in order to meet both the Energy Efficiency standard for Social Housing (EESSH) and the Scottish Housing Quality Standard (SHQS). These fourteen (14) multi story blocks contain one thousand one hundred and thirty-four (1134) properties, which are a mixture of both privately owned one hundred and thirty (133) and socially rented one thousand and one (1001) homes. They are located in eight (8) locations within Paisley, and Johnstone. Their location, construction type, date of construction as well as design features of these blocks varies, however a detailed list is included within appendix a high rise domestic building; as well as the improvement works that have been carried out over the last thirty years (30) in order to inform tenderers of their current status and our potential requirements. A summary of the blocks and their original construction is listed below however tenderers are encouraged to visit the location of each block in order for them to familiarise themselves with the scope of the project and the limitations that local geography might present from the point of view of accessibility. Site visits and access to common areas within the multi storey locks can be scheduled by appointment week from commencing 25th of March through to 5th of April 2019. Requests must be made through the message area via PCS-T. The main purpose of the stock condition survey is to provide the client with an understanding of the current structural condition and the anticipated lifetime of various external features including, but not exclusive to, the following elements: — The roof structure including the original concrete base as well as the steel support for the roof covering, — The roof covering associated guttering and rainwater goods, — The existing external cladding and or insulated render, — The building substrate, by this we mean the original construction that exists beneath the existing or new cladding, — Individual and common balcony areas including associated balustrades; and — Individual and common windows. The consultant’s report should consider these elements above and the associated works that may be required to maintain them and the overall fabric of the blocks, in addition as to when the client should schedule or plan for the replacement of these elements through our current investment programme. Specifically, the client require the assessment of all roof, substrate and render elements by a structural engineer and a potentially a more detailed assessment of five (5) of the blocks that were externally clad in the 1990’s with a more intrusive survey that will take into consideration the ability for these blocks to be re-clad with a more modern EWI system at some point within the next five (5) years. The client require the output from this work to form a Royal Institute of Chartered Surveyors (RICS) and or Chartered Association of Building Engineers (CABE) accredited report, on a block by block basis with an overall summary, to be produced by the consultancy to confirm the lifetime of these elements, the repairs that may be required in order to maintain that lifetime and the timeline for replacement, or investment, that will be required over the coming years.
