Summary of the work Expert support to the TVS LHCRE programme in key areas to establish and strong and viable model of operation. This will focus primarily on Benefits Planning, Target Operating Model, Business Case development, and Procurement / contract planning support. Expected Contract Length to end March 2018 Latest start date Friday 14 December 2018 Budget Range The programme of work will be supplied on a call-off basis, with a maximum cost of £160k including expenses. Why the Work is Being Done The Thames Valley & Surrey Local Health and Care Records Exemplar programme is in the early phase of development and mobilisation and requires expert support in key areas to establish and strong and viable model of operation. This will focus primarily on Benefits Planning, Target Operating Model, Business Case development, and Procurement / contract planning support. The TVS LCHRE is one of 5 areas selected by NHS England to pursue a new model of sharing and using health data to benefit direct care and population health. Problem to Be Solved The challenge for the TVS LCHRE partnership is to successfully design and develop the programme rapidly in a way that both enables the Funding milestones to be achieved but also to focus on the longer term benefits and create a viable operating model for the future. Who Are the Users The outputs of this work will be for the TVS LHCRE Programme Board and stakeholders involved in the development and delivery of the programme, including care professionals and lay representatives. Work Already Done The TVS LCHRE programme has established its governance arrangements, signed a Funding Agreement with NHS England, initiated a procurement for the LCHRE data platform, and developed a first version of the Programme delivery plan. Existing Team The TVS LHCR partnership has appointed an SRO and a Programme Director. Other support and resourcing for the programme is coming from partner health and care partner organisations, from the NHS Commissioning Support Unit in the region, and external suppliers. The supplier appointed is likely to need to work with other supply partners working on related aspects of the programme. Current Phase Discovery Skills & Experience • Direct experience of supporting the planning and development of a Local Health & Care Record Exemplar programme, either at bid and / or early mobilisation stage • Expertise and knowledge of national policy on Digital Health and the LCHRE programme, evidenced through direct support to national bodies (eg NHS England, NHS Digital) on the development of programmes. • Expertise and experience in the development of models and techniques to support Benefits Realisation for technology-enabled programmes in the health sector, including development of benefits profiles and use-cases. • Strong experience in the design of target operating models for complex, multi-organisational technology programmes in the public sector. • Expertise in the rapid development of a business case for approval, following Green Book principles • Expertise and experience in advising and supporting a procurement process and planning for contract award in a Digital Health / public sector context. Nice to Haves • Specific experience of developing target operating models for technology programmes in the health and care sector. • Able to develop benefits profiles through user-engagement and co-production methods Work Location In the the Thames Valley and Surrey region, including locations such as Oxford, Reading, Aylesbury, Milton Keynes, Guildford. Working Arrangments A combination of attendance at on-site meetings and workshops across the region, webex calls and conferences, plus desktop research and development of the outputs. Expenses should be included in the quote and be within the budget limit. Can you confirm that the contract length is from 14th December 2018-end March 2019 (not 2018 as was published)? Apologies for this mistake in the published request - Yes, the contract length is 14th Dec 2018 to end March 2019. 2. Your request for 'Direct experience of supporting the planning and development of a Local Health & Care Record Exemplar programme, either at bid and/or early mobilisation stage' seems very restrictive and will significantly limit the number of suppliers who will be able to evidence this essential criterion. Can you please clarify why this experience is deemed essential? There are many characteristics to this programme that are specific to the LCHRE context, and in a rapidly evolving programme we require a partner with direct experience of a LHCRE programme (not necessarily TVS), of which there are 5 across the country and another 3 getting underway. Direct knowledge and experience of working locally within a clear national LHCRE policy framework is essential to be be applied from the very start of this commission. We will evaluate 3 shortlisted bidders. 3. Please could you clarify your procurement timetable? The DOS notice currently states a submission date for the first DOS stage of the 7th of December (100 word case studies in response to the skills and experience section), However, the start date for this work is currently stated as the 14th of December.Please can you clarify when you expect to issue your ITT document for downselected bidders, and if you plan any revision to the stated start date? The published start date of the contract (14th) is an ambitious target - we intend to send the ITT document out to the 3 shortlisted bidders wb 10th Dec and with a short deadline (tbc); the completion of the evaluation and contract award may slip into the pre-Christmas week. The contract end-date will remain 31 March 2019. 4. Can we just absolutely be clear about the need for other LHCRE experience? I ask this because we are a new consultancy and a number of our team have central government experience, including DHSC, NHS D, NHS I, CQC and working across government departments. We believe we have a lot we can bring to the table, but don't want to waste anyone's time if the lack of LHCRE experience is a problem We will apply the criteria as described in the requirements for the shortlisting with the aim of selecting three suppliers for evaluation. The public sector experience described in your question may be very valuable, but on this occasion and in order to move rapidly and with good knowlege of the national context we do require specific LCHRE experience. 5. Just to confirm is the process to initially to answer the 100 word questions. Then the three shortlisted suppliers will then be invited to make a full bid?I ask as the portal only permits us to write 100 words answers but the evaluation criteria requests proposed team, approach, case study etc. Yes - the next stage (out to 3 shortlisted suppliers) will include an ask for case-study evidence and biogs of team members. High level responses to the short-listing questions at this stage. 6. Please could you clarify whether the successful bidder would be permitted to be a supplier for any future replacement/optimisation of your systems (i.e. whether there would be a perceived conflict of interest and exclusion from any such work)? This commission includes support for elements of work on a TVS LHCR procurement and preparation for contract award under the HSS Framework (Lot2b). The selected supplier for this DOS commission will be asked to declare any interests in connection with the HSS procurement and not present a corporate conflict of interest. Once this DOS commission is completed, the selected supplier would be free to bid for any future work relating to the TVS LHCR according to the criteria set at the time. 7. In relation to the questions about Target Operating Model, are you looking for experience of designing and establishing a TOM for the programme (i.e. programme governance and delivery structure), or for a TOM for organisations across the programme that is enabled by the LHCRE to deliver the benefits (i.e. potential large scale organisational change)? The Target Operating Model relates to the operational functions, structures, resourcing and governance arrangements needed to run and get benefits from the TVS LHCR data platform, working with a supply partner being procured by an ongoing procurement under the HSS Framework (Lot2b). This will take account of the scope of benefits identified through the benefits profiling work referred to in this commission, and wider work underway on the strategic direction of the TVS LCHR programme.
