Housing Benefit Subsidy Audit

Tender description

Herefordshire Council is required to procure an auditor to certify its annual housing benefit subsidy grant claim to the Department for Work and Pensions (DWP). The auditor is required to comply with a specified approach as directed by the Department for Work and Pensions, the process for 2018/19. The DWP requires the councils auditor to certify the housing benefit subsidy grant claim in accordance with the International Standard on Related Services (ISRS) 4400 Engagements to perform agreed-upon-procedures regarding financial information. The auditor is required to perform the specific test requirements in accordance with the scope of work set out in DWP's HBAP reporting framework instruction. On completion of these specific test requirements and to report on its factual findings on the completion of the Housing Benefit (Subsidy) Assurance Process (HBAP) Modules 1, 2, 3, 5 and 6 based on principles of a tripartite arrangement in respect of form MPF720A for the year ending 31 March 2019. For 2018/19 the auditor's report must be delivered to the DWP no later than 30 November 2019.
