Tender description
Why the Work is Being Done The Department for International Trade (DIT) runs large-scale marketing campaigns in the UK and worldwide. Between now and the 31st March 2018, there are a number of digital campaigns that are require development. DIT do not have the capability in-house to be able to develop this content and therefore require an external supplier to assist. Problem to Be Solved DIT’s Digital Data and Technology (DDaT) teams that run great.gov.uk are building a dynamic publishing system on Wagtail CMS. DIT now require additional capacity that has proven experience of delivering agile products. This team will deliver marketing-led content on great.gov.uk. Who Are the Users The content that is released will be for UK and International businesses seeking to export from, trade with, and invest in the UK market. Early Market Engagement Work Already Done Existing Team The existing teams manage the great.gov.uk platform, and deliver marketing campaigns. The existing teams are all internal, however DIT will shortly be bringing in another external supplier to assist with this work. The supplier is yet to be selected. Current Phase Live Work Location Windsor House, 50 Victoria Street, London, SW1H 0TL Working Arrangments Primarily based in London at the DIT Windsor House office, with an option to work flexibly or remotely on non-meeting days. Security Clearance The successful supplier's resource working on this project must hold a minimum of BPSS clearance. It is expected that the successful supplier will have this level of security clearance in order to meet DIT's required start date. Additional T&Cs Skills & Experience Demonstrate experience and technical competence in managing agile delivery (3%) Demonstrate experience and technical competence in delivering products to the standards and processes of the GDS service manual (3%) Demonstrate experience and technical competence in designing user experience (3%) Demonstrate experience and technical competence in content design (3%) Demonstrate experience and technical competence of developing in Python (3%) Nice to Haves Demonstrate experience and technical competence of developing and delivering product in wagtail cms (10%) Demonstrate experience and technical competence of developing in Django (5%) No. of Suppliers to Evaluate 3 Proposal Criteria Outcome Delivery: Describe your approach to successfully delivering products using agile frameworks (10%) Team Structure: Describe your multidisciplinary agile team with the technical, UX, user research, content design and delivery record (10%) User Needs: Demonstrate how you will ensure user needs are understood and met in the development and delivery of the service (5%) Knowledge Transfer: Demonstrate how you will support DIT staff to take on operational control of the work upon completion. (5%) Cultural Fit Criteria Demonstrate your ability to deliver in an open, collaborative and agile manner consistent with the principles outlined in the Government Service Design Manual (20%) Payment Approach Capped time and materials Assessment Method Written proposal Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers Budget range for the 18/19 financial year a budget of £120,000 has been allocated. a further £350,000 may be allocated for the 19/20 financial year.
