Why the Work is Being Done DELTA is a new online system developed by the Ministry of Housing, Communities and Local Government (MHCLG) to improve the processes and systems for data collection and and grant administration. The successful supplier shall also be responsible for other responsibilities, including common modules such as the payment module and common security service module, MI and form design as required. The service is anticipated to start from end of January 2019 subject to confirmation of go live of the Delta application. Problem to Be Solved Technical Support service for the Delta application, which includes the following (which is not an exhaustive list) - fix all technical issues raised e.g. incident and defect resolution and change management. Who Are the Users Primarily MHCLG Staff and Local Government Staff. However Delta can be used by any organisation depending on departmental need. Early Market Engagement No early market engagement has so far taken place for this requirement. Work Already Done Please note that development of the Delta application comprised of two stages. Stage 1) Is complete and delivered a data collection capability which went live in July 2017. Stage 2 will build on stage 1 and deliver a grant administration and payment process. This is currently in the testing phase (Beta) and is due to go live at the end of January 2019 subject to MHCLG confirmation and approval. Existing Team MHCLG Digital Delivery team for Product Management, Service Management and Supplier Management. Key MHCLG business users. Current Phase Live Work Location Contract is with MHCLG and key MHCLG staff managing this digital service shall be based in 2 Marsham Street, in London. It is possible that some of this work can be carried out off shore. However, what can be delivered off shore is subject to agreement with MHCLG. Working Arrangments We would like to work collaboratively with the successful supplier. As a result, we would expect the successful supplier to be on site at MHCLG office as required. However, this can be agreed with the successful supplier at the appropriate time. Security Clearance All staff administering the Delta application must be SC cleared. In terms of staff location, MHCLG prefer staff to be UK Based. However, MHCLG shall consider whether some of this work can be off shored. Further discussions shall take place with the successful supplier at the appropriate time. Additional T&Cs 1). All materials/outputs derived from the contract shall be the property of MHCLG. 2). GDPR requirements shall be discussed and agreed with the preferred supplier at the appropriate time.
