Tender description

To provide a comprehensive and up-to-date on-line engineering and technical information service though a web-based portal. This service shall be based upon specified and agreed technical information across Civil, Design, Mechanical, Electrical, Instrumentation, Ventilation, Process and other Engineering disciplines. Sellafield Ltd intends to procure the services which are the subject of this PIN, as a Central Purchasing Body on behalf of the following entities: — AWE Aldermaston, — Direct Rail Services Ltd (DRS), — Dounreay Site Restoration Ltd (DRSL), — International Nuclear Services (INS), — LLW Repository Ltd (LLWR), — Magnox Ltd, — National Nuclear Laboratory (NNL), — Nuclear Decommissioning Authority (NDA), — Radioactive Waste Management (RWM), — Sellafield Ltd, (each a “Participating Entity” and together the “Participating Entities”). Scope. To provide comprehensive and up-to-date online engineering, technical information and legislative change notification service. This service shall be based upon specified and agreed technical information across Civil, Design, Mechanical, Electrical, Instrumentation, Ventilation, Process and other Engineering disciplines. Specification of Requirements. The service shall as a minimum provide concurrent multi-user and multi-site access. Tenderers must state if there are any limitations on concurrent user numbers in the tender return. The service shall provide access to the following as a minimum: British Standards including the BS incorporation of Euro-norm and ISO standards. BS Publicly Available Standards (PAS). ASME Boiler and Pressure Vessel Codes. UK Engineering and Construction Industry technical information. Occupational Health and Safety technical information, legislation and guidance. Tenderers are invited to identify other optional services that they can offer, that they believe to be relevant to the nuclear industry, in addition to those listed above together with the associated cost. Each of the Participating Entities may require access to all or only some of the services available to be provided under the scope of the framework agreement. It is intended that each Participating Entity will specify its particular scope of services under its owncall of contract. Each Participating Entity will have separate billing and payment options, specified in the particular call off contract which tenderers will be required to accommodate. Access to the services shall be by means of a common web-based access portal for each Participating Entity that shall provide a single user entry point to the range of services provided and as specified in each call off order. The service shall provide unlimited access to all documents within the service agreement. The service shall be available to any authorised user using a personal computer meeting various operating systems and viewing specifications, such as Microsoft® Windows® XP etc. The service shall permit the downloading and storage of documents on the users’ personal storage drive or removable media or for the electronic transmission to other members of the same organisation. The service shall provide for the purchase of documents listed by the service provider but excluded from the subscription. This shall include any discount due to the Participating Entity concerned as a result of their membership of the publishing body e.g. British Standards Institute. The service shall provide access to British Standards that are in draft or under review. The service shall present documents in Portable Document Format (.pdf) or Microsoft® Word®. Documents shall be in colour, where applicable, and shall be word searchable.
