Tender description

DFID has published a new opportunity to seek partners for a new Disability Inclusive Development (DID) programme, valued between 25 000 000 GBP — 30 000 000 GBP, which will improve the long-term well-being and inclusion of people with disabilities in low- and middle-income countries. A complementary component of the DID programme will be this new 7 000 000 GBP Disability Research Programme. Aim of research is to make a significant contribution to the global evidence base on DID by delivering best-in-class research in a limited number of DFID priority countries which will include Impact Evaluations of disability-focussed interventions (“Interventions”), integrated with delivery system research. The 7 000 000 GBP DFID Disability Research Programme (managed by the Research and Evidence Department) will be an integrated part of, and will inform, Inclusive Society Department (ISD)’s DID Programme, as well as aiming to inform global and country level operations, and investments in disability inclusion, by DFID and our partners. The research investment will also deliver high quality evidence as a public good - in line with DFID RED’s investment strategy. Research will be delivered through a 2 part research competition to select a new consortium to design and implement the programme. The selection consortium will design and implement the overall research strategy, delivery the large part (~60% of funds) of the new research, design, implement and manage further research competition (~40% of funds) to drive ambition and innovation in the wider research supplier market. The services being procured are not subject to the Public Contracts Regulations 2015 and Directive 2014/24/EU by virtue of the applicability of Regulation 14.
