Summary of the work To strengthen the evidence of user needs; To test a prototype version of the product that allows users to navigate through a journey of the PHSKF new digital service, which will be used and tested with a closed group of end users; and To potentially develop beta and live phase Expected Contract Length 12 months with expectation that Alpha will be completed within 3-4 months Latest start date Thursday 1 February 2018 Budget Range £70,000 for Alpha inclusive of VAT Why the Work is Being Done Making the Public Health Skills & Knowledge Framework (‘PHSKF’) available digitally will future proof what the PHSKF can, would and should deliver to the system for an increasingly digitally reliant population. The tool could provide: i) a one-stop on-line space that all public health workers can visit independently, and securely, to plan and develop their careers ii) a place for individual users to interact digitally with the PHSKF so they can: •Identify their skills sets against a nationally agreed benchmark of public health functions •Store digital evidence of their work and achievements •Plan, track and record their professional development Problem to Be Solved The public health workforce is dispersed across a wide range of employing organisations. Public health workers trying to enter into, or develop a public health career need to benchmark themselves, make good decisions about training and education and navigate a successful career across organisational boundaries. We have an opportunity to better support them by delivering the right digital content in the best way. We need to clarify what: •a clear user journey would look like to meet established user needs in the best way, through a digital product/service •what that service should look like if the solution is digital Who Are the Users The users are: primarily public health workers, but also university academics and their students and other people running education and training programmes for public health workers, people employing public health workers, people wanting to enter public health as a career either from other career pathways or those new to the world of work Early Market Engagement None apart from discovery activities Work Already Done Discovery stage has been completed but further evidence required to support the user needs we have identified to be gathered and documented in the alpha phase Existing Team The work will be with the PHE Digital team and the PHE Workforce Development team Current Phase Discovery Skills & Experience • Recent and demonstrable experience in working with or on an interactive self-assessment digital tool • Recent and demonstrable experience of designing and prototyping tools, that enables users to gather, reference and store evidence • Understand and recognise common needs of diverse groups and incorporating them into functionality design for a user led platform • Recent and demonstrable experience working on projects on defining user journey for a self-reflecting digital tool • Must have completed the design of similar sized alpha phases • Recent and demonstrable experience of conducting user research and designing against user needs and insights” • Recent and demonstrable experience of delivering agile projects Nice to Haves • Experience in building tools for personal assessment, reflection and self-development • Recent and demonstrable engagement of working with skill and knowledge frameworks • Experience in designing a long-term road map for ongoing development of a digital service • Demonstrable experience of designing and/or assessing digital tools to attract and meet the needs of a diverse range of users • Recent and demonstrable experience of delivering projects that have passed an assessment by GDS or a Governmental Department showing conformance to the Digital Service Standard (including Assisted Digital guidance). • Understanding of implications of GDPR on storing user details • Product management skills that can be made available to support the wider project team Work Location The work can be performed from any location, but it will be co-ordinated by staff in PHE’s London Offices. Working Arrangments Work may be carried out from multiple locations including the Supplier’s offices. Attendance at PHE Offices in London and in other locations around England will be required for meetings. Supplier staff are expected to be on-site at PHE locations sufficient to manage relationships with senior stakeholders; the exemplar project team and users; and, stakeholders and users in other organisations so that the outcomes of the project may be met. No. of Suppliers to Evaluate 5 Proposal Criteria • Approach to alpha including prototyping and developing end to end user journey (30) • Approach to conducting further user research, determining whether digitising the framework is valid and approach to doing this (15) • Understanding what primary functionality is required to meet user needs (15) • Proposed approach to alpha to determine and demonstrate whether digital channels could contribute to high voluntary adoption rates to the new digital knowledge and skills framework (25) • Approach to establishing evidence based decisions and incorporating them on the project. This should detail availability of evidence, usage and a proposal to measure the reliability. (15) Cultural Fit Criteria • The Presentation should summarise the Proposal and also demonstrate the approach used to: • working with the project team’s stakeholders who have varying experience of agile methods; • flexible working arrangements and knowledge sharing; • open innovation that explores a wide range of solutions and conclusions that includes demonstrating the limits of digital interventions; and non-digital solutions. • transparent and collaborative when making decisions • work within the constraints of existing services, budgets and technologies already used within the programme. Can you share the Discovery Phase outcomes, report or any information summarising that phase? (question refers to chapter: ‘Early market engagement’) Further details of discovery findings will be shared at RFP stage and full discovery outcomes will be shared with the chosen supplier once the contract has been awarded. 4. Have you already identified and documented the user needs in the Discovery phase? From pre-discovery and discovery work, we have a good understanding of user needs. Some user needs are documented but we require the alpha phase supplier to conduct a small amount of further user research in order to evidence the needs we have documented and add to the set if new findings come to light. This "discovery top up research" is to be conducted in parallel with the alpha phase work. 5. "Are you able to specify an approximate number of users (future system’s users) involved in interviews and other activities?" We are looking for suppliers to outline their approach including approximate number of research participants required to gain the necessary insight. Please see answer to previous question (participants will be needed for alpha testing and discovery top-up research). 6. "In the section ‘Cultural Fit Criteria’ there is a point saying: ‘work within the constraints of existing services, budgets and technologies already used within the programme.’ Are you able to list the technologies already used in the programme? Could you explain this constraint in more detail?" At the moment the framework is only on the GOV.UK website as a series of PDFs. In regards to the cultural fit question this is focused primarily on the budget constraints as there are no technologies used at the moment. 7. One of the expected outcomes is to deliver a prototype. Can you please specify the range of the prototype (i.e. number of user journeys, functional range) or should state our intended approach and any prototype related assumptions? "Do you have a preferred technology stack for the ongoing development of this service?" There are no current requirements or preferences for technology, but any technolgies proposed at the alpha phase would need to meet the Government Digital Service Standard. It will be important to look out for duplication of any existing provision across government agencies/Arms Length Bodies eg: HEE provision. 9. Can you please give more details on the existing team? How many people are in the team and any details on the roles of the existing team members would be helpful. The PHE team will be made up of the Programme Manager, with expected support from the PHE Digital team. The role of the product manager for this phase should be provided by the supplier.
