Tender description

Essex County Council is undertaking a procurement process for the delivery of an All Age Advocacy service across Essex. This contract will seek to deliver advocacy services to all eligible people within Essex, across both the Children and Young People and Adult categories. The procurement will identify a lead provider that will be responsible for the co-ordination, management, and delivery of all statutory and non-statutory advocacy services required under the contract. Bids must be returned in full not later than 12:00 pm on 11.4.2018. All procurement documents are available on the BiP Delta portal. The bidder must use access code: GB8G25N2HA. ECC is undertaking a procurement to identify a lead provider to be responsible for the co-ordination, management, and delivery of an All Age Advocacy service across Essex. This service will include delivery of all ECC's statutory and non-statutory Advocacy requirements for Adults and Children and Families categories, and non-statutory advocacy for young people with mental health needs for Mid and West CCGs with whom ECC is jointly commissioning this service. The provider is expected to develop other advocacy services such as self, peer, and citizen advocacy across Essex to support delivery and improve outcomes. ECC will have a contractual relationship with the lead provider but will not be prescriptive regarding delivery method — sub-contract and partnership models are encouraged. The contract will operate on a managed budget basis with the lead provider being awarded the budget. The lead provider will ensure that all services are managed and delivered within this financial envelope.
