This is a prior information notice (PIN) only: Publication and call for competition will be conducted once scope of work is fully defined and approved. There will be an Early Market Engagement event held in March 2018. While international aid addresses humanitarian and development needs, in fragile and conflict affected states it can also do harm by worsening ethnic divisions, fuelling corruption, or aiding military campaigns. The international community needs to have a deep understanding of local context to manage these risks but struggles to meet this requirement in South Sudan. The setting is complex and conflict actors and elites have become adept at manipulating aid. The Better Aid in Conflict programme will support the international aid effort in South Sudan to be ‘conflict sensitive’, minimizing the negative effects (risks) and maximizing the positive effects (opportunities) of all forms of aid, so as to contribute towards peace and stability whenever possible. The programme will fund a Conflict Risk Facility. The facility will support donors and their implementing partners to ensure that aid does not drive conflict, including through manipulation and diversion, and instead makes the maximum contribution possible to peace and stability. This will be achieved by: a) Offering an advisory service that includes research and analysis, developing practical tools, coaching and training, and facilitating reflection and problem-solving for those in the aid community facing difficulties related to conflict and risk mitigation; b) Hosting outreach events to increase understanding of issues related to aid and conflict, including through establishing a ‘Better Aid Forum’ in which aid actors, diplomats and peacekeepers share knowledge of conflict sensitive approaches, and reflect on and adapt their programmes and policies and improve collaboration.
