Tender description
The UK Department for International Development (DFID) is seeking to appoint a supplier to effectively manage and deliver the ‘Health Pooled Fund 3 (HPF3)’ programme in South Sudan. The Supplier or a consortium of Suppliers will deliver all Fund Manager services for HPF3 as set out in the procurement documents to ensure the provision of essential and equitable healthcare through a network of state-run health facilities augmented with outreach activities and community level care to people in more remote areas. The HPF3 programme is part of the Essential Services portfolio. This programme will effectively merge two current health programmes - Health Pooled Fund 2 (HPF2) which provides healthcare at health facility level and the Integrated Community Case Management 2 (ICCM2) programme which provides healthcare to children under-five within more remote communities. This will be a multi-donor programme with existing HPF2 donors expected to continue their support. The Supplier will be expected to manage the delivery of all parts of the programme alongside providing specialist technical assistance on priority areas set out below. The Supplier will contract NGO implementing partners to deliver activities on the ground. The programme will be implemented in eight out of the former 10 states in South Sudan, namely: Western Bahr el Ghazal, Northern Bahr el Ghazal, Unity, Lakes, Warrap, and Eastern, Central and Western Equatorias. Suppliers should propose how they would efficiently and effectively manage the delivery of health services and outreach activities to facilities and communities in the eight target states. The supplier will be required to provide effective programme management and specialist technical assistance. The supplier will be required to manage disbursement of funds for NGO implementing partners and funds for pharmaceutical procurement collectively amounting to a value of 376 500 000 GBP (excluding procurement of vaccines, misoprostol, malaria treatments, therapeutic foods and family planning commodities which will be handled by other partners).
