Children & Family Services Capita One Exception Contract

Background 3.1. CFS procured Capita ONE in April 2008 on a perpetual licence following an EU procurement process supported by ESPO. Subsequently CFS has rolled the contract forward on 3 year renewal options without re-tendering. There are a high percentage of education and early help services who are reliant on the primary database for operational business purposes. 3.2 The contract renewal is for the annual support and maintenance and not the software. Leicestershire own the perpetual licence for the software. CFS have an embedded solution and it is estimated that it would take up to 5 years and circa £3.5 million to procure and implement a new software system. 3.3 Capita ONE recently attracted press attention when share prices dropped by 45%. This triggered internal LA processes through John Sinnott, Chief Executive for an internal commercial specialist to undertake an impact analysis for CMT on Capita ONE and other associated business services. Leicestershire are continuing to monitor the company’s financial position. 3.4 Chief Executives Department business continuity team have requested a copy of Capita Ones business continuity plan which to date they have been unwilling to provide a copy of, it is a requirement for the award of any new contracts and we are working through this with the commissioning and legal services. 3.5 CFS primary database for Social Care- Mosaic has recently been awarded a further 3 year extension to the contract which runs until July 2020 which DMT may wish to take into account when considering the Capita contract renewal options. 3.6 DMT may wish previous advice through Corporate Resources Commercial Place-Based lead to consider proper analysis of the options available for a CFS social care system and actually be in a position that would enable the department to do a procurement and then mobilisation before expiry of one or both contracts.
