Tender description

The City and County of Swansea has published this Prior Information Notice (‘PIN’), as the Council is keen to give potential contractors an overview of the outline scope of work required, invite comments and provide clarity on the requirements. Potential bidders are invited to attend a Q&A meeting with the Council team, at a mutually convenient time, and can visit the site if required. The meeting should last no more than an hour. Alternatively, a telephone call can be arranged. A formal procurement exercise to appoint a contractor will be undertaken, but the Council is keen to give potential contractors an overview of the outline scope of work required, invite comments and provide clarity on the requirements. Potential bidders are invited to attend a Q&A meeting with the Council team, at a mutually convenient time, and can visit the site if required. The meeting should last no more than an hour. Alternatively, a telephone call can be arranged. Contractors who would like to request to take part in a meeting or telephone Q&A session with the Council are requested to submit their request by email to Carol Morgan to the following email address Carol.morgan@swansea.gov.uk Q&A sessions will be purely informal and will not form part of any subsequent procurement process. Swansea Council wishes to appoint a multi-disciplinary team for architecture and design services to assist the Council in developing a masterplan for a large council housing site in the city. Whilst refurbishment of properties to Welsh Housing Quality Standard (WHQS) has been recommended for other sites, various issues mainly due to design, layout and long term sustainability, mean that a different approach may be required. The team will work with the Council to assess options for redevelopment, or a combination of redevelopment and refurbishment, with the opportunity to redesign the layout, density, including a mixed tenure approach, and increase the number of homes on the site by utilising vacant land within the site. Not responding to this Prior Information Notice shall not prevent any contractor from participating in any future procurement process. The publication of this Prior Information Notice does not signify the beginning of any formal procurement process and does not constitute a commitment by the Council to undertake any future procurement process. The Council may withdraw or amend any information contained in this Prior Information Notice at any time and without notice.
