Tender description
Summary of the work Work with business areas to formally gather requirements. Lead creation of an ITT to support an OJEU procurement. Identify alpha projects to test a shortlist of potential solutions within the ITT and provide measurable success criteria. Organise and contribute to the evaluation process. Provide regular Highlight Reports to Governance Boards. Expected Contract Length We expect this to take an elapsed 6 months to deliver, possibly extending to 12 months. Latest start date Monday 22 January 2018 Budget Range In the region of £30,000 Why the Work is Being Done DCC are procuring a new digital platform to enable service transformation. We have identified some key organisational capabilities and have prioritised outcomes: • a corporate low-code development platform including workflow to support an Agile development methodology. • ability to capture information (forms) • ability to upload and capture evidence (documents, images) The organisation will assist in the work to finalise business requirements through interviews with business staff; develop comprehensive procurement documents, support successful procurement; create customer journey map, identify one or more suitable business services to use as short alpha projects on likely solution platforms to inform the final decision. Problem to Be Solved To specify and ensure an appropriate evaluation, including the specification and running of alpha pilots, up to the point of a supplier being appointed, of the County Council’s new digital platform. Who Are the Users As an ICT Commissioner I need to complete assist in the OJEU procurement of a low-code Digital Platform to enable development of digital services and applications. Work Already Done We have identified a high-level pattern of user journeys across the service processes. This has allowed us to find opportunities to standardise our service offering, operations and user journeys around these patterns. Existing Team Some limited internal staff are available, including an ICT business lead and technical architect. Current Phase Not started Skills & Experience • All practitioners have excellent written and verbal communication skills - 5 points • The allocated practitioner has a minimum 5 years Business Analysis expertise and experience - 10 points • The allocated practitioner has experience in undertaking stakeholder interviews and facilitating meetings to elicit and document business requirements - 15 points • The allocated practitioner has experience of formal project management, writing highlight reports, escalating issues and advising on recommendations - 5 points • The allocated practitioner has experience in creating customer user journeys - 10 points • All practitioners have strong organisational skills with the ability to plan and prioritise own workload with competing priorities - 5 points • The allocated practitioner has the ability to identify a suitable area for an alpha, run an alpha, collect feedback and evidence success - 15 points Nice to Haves • The lead practitioner has experience of the OJEU procurement process - 2 points • The lead practitioner has experience of working with multiple Digital or Low Code Platform suppliers - 1 point • The allocated practitioner has experience of drafting statement of requirements - 2 points Work Location Primarily County Hall, Topsham Road, Exeter although some visits to other locations and UK Travel may be required Working Arrangments The organisation will be required to spend most of their working time at DCC County Hall Exeter to engage with key stakeholders in setting up and delivering the project, running workshops, participating in evaluation eg supplier presentations. There may be times that work can be undertaken in other locations on agreement with DCC e.g. remote working. It is anticipated that this role will be for approximately 3 days per week (there may be periods which are busier and some weeks which are quieter depending of the stage of the process). This will be based on the bidders proposal and may mean scores will change. Can you confirm that your budget for this is around £30,000 for 3 days/week for min 6 months? As for us that seems to be too low to meet your skills and knowledge requirements for lead and supporting practitioner. 3 days per week was intended to be indicative of the average resource allocation we anticipate will be required from the provider to achieve the required outcomes in the desired timeframe of 6 months. 2. Should the successful supplier for this opportunity, want to reply submit a response to the later ITT that will be released. Will they be precluded due to their involvement and the need for them to organise and contribute to the evaluation process? Is there an opportunity to have a call with DCC to discuss this opportunity and clarify a few points? This opportunity is to assist with the creation of the future tender opportunity; therefore this would preclude the organisation from tendering for the DCC Digital Platform opportunity.Any questions you have will need to be raised through the Q+A channels. 3. Please can more information be provided regarding travel – or any assumptions given (e.g. no of supplier visits) Have any decisions been made regarding procurement route or would an options selection exercise also be part of the scope? What are timescales for rest of process as currently planned? It is anticipated that in the main you will be located within Exeter at County Hall. However, other DCC locations within Devon maybe visited but this will be rare.The Authority are looking to conduct an OJEU procurement. In terms of timescales a guide to this would beFeb 18 – Soft market testingMarch 18 – develop ITT ready for launchApril/May 18 – out to tenderJune/July 18 – evaluation, shortlisting, presentation and testingAugust 18 – standstill and contract award. 4. Interview Date The authority has decided the interview date will be AM 17th January 2018 for the shortlisted suppliers. Interviews will be held at County Hall, EXETER. Please keep the date free.
