Tender description

This project will improve user experience and reduce impacts of traffic on the Botley road corridor. Oxfordshire County Council are requesting solutions that support the delivery. West Oxford suffers from a lack of route choice between the City Centre, Botley and the A34. Consequently, the main arterial route on Botley Road is heavily congested which in turn causes congestion within Oxford city centre. This congestion increases journey times both for general traffic and bus routes, and reduces the attractiveness of the route for cyclists and pedestrians. An optioneering report has been completed to identify potential engineering interventions on Botley Road — east of Eynsham Rd junction to the railway bridge — that support a modal shift from general traffic to sustainable modes including buses and cycling. Cycling and pedestrian infrastructure needs to be improved to reduce the number of accidents and increase the attractiveness of these modes for shorter journeys and encourage modal shift. The primary outcome is to reduce journey times westbound out of the City centre on Botley Road through increasing modal shift and improving traffic flow. There has not been a similar optioneering exercise to investigate possible technology interventions which could support the project’s outcomes, and this Notice seeks to identify suppliers who could support these outcomes through the implementation of technology products and services. This project will improve user experience and reduce impacts of traffic on the Botley road corridor. Oxfordshire County Council are requesting solutions that support the delivery of the outcomes listed below. We support a “living lab” approach to deploying technology and solution that support these aims. — Journey time reduction. — Increase efficiencies: i.e. Maximising numbers of passengers utilising modes. — Facilitating economic growth within the context of reduced emissions. — Improve cyclist and pedestrian safety: reducing accidents. — Reduction in network operational costs: Inc. asset maintenance. — Supporting modal shift to active travel. — Facilitate better connectivity in all aspects: e.g utilising infrastructure to improve digital comms — 5G etc. — Support CAV ready technology. —Support next generation data capture — e.g. camera tech. We are keen for larger organisations as well as SMEs to participate and contribute to the deployment of innovative technology.
