Why the Work is Being Done The Association of Police and Crime Commissioners and the National Police Chiefs’ Council are working with police leaders to transform policing by 2025 and develop Specialist and Digital Capabilities. By 2025 policing will have efficient, effective, consistent, accessible and secure capabilities for digital public contact and the capture, exploitation, storage and sharing of digital intelligence and evidence. The Digital Policing Portfolio (DPP) seeks to procure services to co-ordinate and support the delivery and implementation of the Digital Intelligence and Investigation Programme. In addition The DPP requires Design Lead, Technical, Information Assurance and Business Analyst services which will support it's Programmes. Problem to Be Solved Support the delivery of the Digital Policing Transformation agenda by assisting the DPP in delivering priority three of the vision for 2025 which targets digital policing as a priority for reform. Who Are the Users The digital outcomes being sought through this procurement are: 1. As Director of the Digital Policing Portfolio I need a range of services including Design Lead, Technical Services, Information Assurance and Business Analysis to support the programmes within the Portfolio in delivering the ambitious digital transformation agenda that each Programme is tasked with. 2. As Programme Lead for the Digital Investigation and Intelligence Programme I need support to identify the gaps between the digital intelligence and investigation "as-is" and "to-be" states in national and local policing. Early Market Engagement Work Already Done Existing Team The Supplier will be working within a mixed client and supplier delivery team. Current Phase Discovery Work Location London Victoria SW1 (this location may change and there may be a requirement to travel for stakeholder engagement events etc.) Working Arrangments Predominant place of work will be the DPP offices for a minimum of three days, travel to other locations , e.g. for stakeholder engagement events, may be required. Security Clearance Minimum DBS Check completed by contract start date Additional T&Cs All expenses must be pre-agreed and must comply with the Sussex Police Travel and Subsistence Policy. All vendors must provide sufficient guarantees to meet the requirements of GDPR. These changes won’t require formal contract changes but require the Buyer and Supplier to agree these changes. The Buyer is receiving government funding to support this programme and may require the Supplier to assist it to comply with the funding terms as regards such matters as reporting. The specific requirements will be included within the Call-Off Contract. Skills & Experience The Supplier must be capable of providing all services by the 3 April 2018 The Supplier must have proven experience of successfully supporting digital transformation projects within multiple police forces. The Supplier's Design Lead services must have two years' experience of ensuring outcomes and outputs are of sufficient quality The Supplier must have two years' experience with public sector clients in the provision of Information Assurance services responsible for ensuring compliance with all aspects of information security The Supplier must have experience within the last 12 months for police and justice clients in the provision of Business Analyst services responsible for supporting development of business change requirements Experience within the last 12 months for police and justice clients in the provision of Business Analyst (BA) services responsible for process mapping of the "as-is" and "to-be" business architectures Experience within the last 12 months for police and justice clients in the provision of BA services responsible for the development of persona based user stories and use cases Two years' experience in provision of BA services responsible for collation and analysis of data flows through "as-is" and "to-be" business architectures, data model creation and collation of data dictionaries The Supplier must have two years' experience in the provision of Business Analyst services responsible for requirement elicitation and requirement documentation functions using industry standard requirement elicitation methodologies The Supplier must have two years' experience for police and justice clients in the management of digital change programmes The Supplier must have experience within the last 12 months in the development and updating of National Target Operating Models for digital capabilities The Supplier must have two years' experience for public sector clients of supporting national procurements The Supplier must have experience of providing input into business case development Nice to Haves Proven experience of successfully supporting and implementing digital transformation projects for police and justice clients Experience within the last 12 months of the development and maintenance of National Target Operating Model for digital capabilities for the police forces Experience of managing suppliers to ensure desired outputs are produced and desired outcomes achieved No. of Suppliers to Evaluate 3 Proposal Criteria Understanding of the requirements Digital Investigation and Intelligence Delivery Plan Experience of successfully supporting and implementing digital transformation projects Previous experience of the Design Lead of ensuring outcomes and outputs are of sufficient quality Previous experience of the Information Assurance lead of ensuring compliance with all aspects of Information Security Previous experience of Business Analysts responsible for supporting the development of business change requirements Previous experience of Business Analysts responsible for process mapping of the "as-is" and "to-be" business architectures Previous experience of Business Analysts responsible for the development of persona based user stories and use cases Experience in provision of BA services responsible for collation and analysis of data flows through "as-is" and "to-be" business architectures, data model creation and collation of data dictionaries Previous experience of Business Analysts responsible for requirement elicitation and requirement documentation functions using industry standard requirement elicitation methodologies Experience of successful collaborative working as part of a mixed supplier-client delivery team sharing knowledge within the team.
