Provision of a UK Nuclear Safeguards Information Management and Reporting System (SIMRS)

Why the Work is Being Done The UK Government has clarified, with its Brexit White Paper, that when invoking Article 50 it will be leaving Euratom as well as the EU. ONR will develop and deliver a UK State System of Accountancy for and Control of Nuclear Material (SSAC) by 29 March 2019. One key aspect of the UK SSAC will be a Safeguards Information Management and Reporting System (SIMRS) to which this ITT relates. A system that meets international reporting obligations must be ready for parallel running by end of December 2018 and go live by 29 March 2019 Problem to Be Solved The UK currently undertakes nuclear safeguards with the European Commission through Euratom. The UK will be leaving Euratom as well as the EU and need to deliver this capability, by means of it's own UK State System of Accountancy for the Control of Nuclear Material (SSAC) including development of a replacement Safeguards Information Management and Reporting System (SIMRS). Without the system ONR will not be able to effectively deliver Nuclear Material Accountancy. Who Are the Users ONR Safeguards Inspectors and Nuclear Material Accountants need to import, review, analyse, validate and report nuclear material information from UK Duty Holders so that we have a comprehensive accountancy system (including a log of historical and current nuclear material quantities, locations and movement). This will assure that no nuclear material is being diverted from Civil Nuclear purposes. Early Market Engagement Work Already Done Existing Team We would expect suppliers to work with an internal project team consisting of Safeguards Inspectors , Project Managers, IT Consultants and internal corporate services. It may also involve working with UK Dutyholders, UK Government, International Regulators and others as relevant. Current Phase Discovery Work Location It is anticipated the majority of the work will be carried out in Redgrave Court, Bootle with the potential for work in the other ONR offices based in Cheltenham and London. Visits to Dutyholders may also be required. Working Arrangments ONR want the project lead to work primarily from Bootle HQ, we expect an agile approach with frequent face-to-face meetings with regular updates required. Close liaison with the ONR Project Team is required to ensure partnership working that enables successful delivery aligned to our time, costs and quality requirements. T&S will not be payable for journey to work and home, expenses will only be payable on official buisness and must align with ONR's agreed expenses policy. Security Clearance SC level security clearance is required by all involved, if not held, must be in place prior to contract award (expected 1 May 2018).
