Tender description
(Update — this invitation to tender has been withdrawn). The Independent Monitoring Agent (IMA) will undertake independent verification of the Afghanistan Investment Climate Programme (AICP) to provide assurance that it can deliver results, effectively manage fraud and fiduciary risks, and do no harm in a conflict affected environment. The IMA will required to undertake field-based monitoring nationally and in all the provinces where AICP works. The IMA will also be required to carry out context monitoring and analysis to better understand the wider environment in which AICP is being delivered, and the interactions between the programme and the context. On this occasion DFID is withdrawing this invitation to tender and will not conclude a contract for any of the services. For further information, DFID has taken the decision to revise its terms of reference based on new information at its disposal. DFID considers the change to the terms of reference would constitute a substantial amendment to the tender and as such, to continue with this process would breach the principles of equal treatment and transparency. DFID is therefore exercising its right, as stated within the ITT Documents published, not to conclude a contract on this occasion. DFID intends to re-tender and will publish any updates on the DFID Supplier Portal — https://supplierportal.dfid.gov.uk/selfservice/
