Tender description

Defence Equipment and Support (DE&S) is due to renew the support arrangements it has in place for the suite of Platform Control and Surveillance Equipment and Systems. The Machinery Control and Surveillance (MCAS) systems comprise of centralised control consoles; electrical, environmental, and auxiliary machinery panels within the console and, local control panels. These consoles are used to control and monitor internal ship activities such as power generation and distribution, sea and water systems, main propulsion, platform systems and auxiliary systems. The systems are made up of a number of panels, sub-assemblies and components that have electrical, mechanical and electronic functions and associated peripherals including sensors. The components within the panels and the sub-assemblies include items such as light indicators, push switches, display units, meters, gaskets, modules, knobs, and printed circuit board (PCB) assemblies. It is an essential requirement that equipment supplied and repaired meets Original Equipment Manufacturer (OEM) specification where applicable and is physically proven via test criteria and conditions, potentially reliant on bespoke test equipment; this is critical prior to return to ship / MoD. However, DE&S is seeking to explore whether value for money can be achieved in merging or combining some or all lots. DE&S wishes to undertake early market engagement to seek feedback from the market on its proposed procurement and delivery strategy. The early market engagement will provide suppliers with an insight into the Authority’s proposed procurement strategy, the timescales associated with the procurement and the contract as well as to invite feedback from the market on our current plans. The Authority will use the feedback to further validate our procurement and delivery strategy. Further information will be provided as part of the tender documents.
