Who Speclialist Work With The supplier will be required to work collaboratively with the Data Exploitation team, alongside other professionals. This collaboration will primarily be with London based members of the team; however, occasional travel will be required with travel and subsistence expenses paid under standard HMRC terms. There will also be a need to liaise with internal stakeholders in the business areas in HMRC responsible for delivery and transformation. The supplier may be required to work with other internal teams as directed. What Specialists Work On Helping HMRC become a more data driven organisation: to better understand our customers and processes, improving how we operate, and identifying causes of non-compliance. The specialist will contribute by providing data science support to the areas of individuals and businesses, by applying appropriate techniques to new and existing data in order to deliver insight on our customers. Projects may include • Developing ways of visualising complex business structures effectively, and present these to stakeholders to exploit. • Understanding how taxpayers react to new services or changes to services, and how this impacts their contact with HMRC through various channels. Where the Work Takes Place 10 South Colonnade, Canary Wharf, London E14 4PU in early 2018. Early Market Engagement Working Arrangements Our normal office hours are Monday to Friday as directed and based in London. Specialists will be required on site five days a week. Flexible working is an option and will be agreed subject to business need. Specialist is required to participate in meetings as required, both internally and externally, and locations other the the base location, as directed. Work Location 10 South Colonnade, Canary Wharf, London E14 4PU in early 2018. Security Clearance SC cleared Additional T&Cs Contract will be for 24 months but will run on a statement of works basis, with the initial statement of works being in place for three months. This requirement is for a service, so the specialist will be expected to be deployed in this manner, with the supplier being responsible for all deliverables under the contract. Skills & Experience General data management experience, including ETL and data matching with and between large datasets Comfortable with coding in programming languages (i.e. SQL, R, Python) but happy to learn others if appropriate Practical experience of a number of data science techniques, such as natural language processing; data visualisation; experimental design; and supervised and unsupervised (machine) learning Ability to take the initiative in identifying opportunities to use new tools and techniques, and a track record of sharing skills and knowledge Create innovative and applicable solutions to embed data into the day to day running of the business, whilst adhering to appropriate data and design standards and approaches Ability to work as part of a collaborative team, both with fellow analysts and engineers, but also with subject matter experts/customers on defining and agreeing appropriate solutions Strong written and verbal communication skills, required in order to explain new techniques, concepts and analyses to internal stakeholders, to influence their decision making Nice to Haves Experience with using and analysing data held within a Hadoop infrastructure would be beneficial Experience of using and analysing unstructured or semi-structured data would also be beneficial No. of Specialists to Evaluate 3 Cultural Fit Criteria Demonstrate application of knowledge (including understanding a range of data science techniques) Expertise and experience in a live communication situation Demonstrate confidence that they are able to deliver the requirements Assessment Method Evaluation Weighting Technical competence 50% Cultural fit 10% Price 40% Questions from Suppliers Budget range £345
