Tender description

NHS Wales is looking to go out to competitive tender for Point of Care Coagulation Monitoring to include but not be limited to: — Point of Care Testing equipment (machines including patient machines, lancets, strips, reagents, calibration & any other associated consumable required to run service), — training, — maintenance/calibration services, — measurement of patient outcomes/data collection, — option to include External Quality Assurance (EQA) and option to include Dosing Software, training & maintenance. NHS Wales, via NHS Wales Shared Services Partnership, would like to hold technical/pre-tender dialogue with interested Bidders to explore options currently available and future developments. The contract will take into account developments within Pathology in NHS Wales over the contract period. This Lot will cover all Point of Care Testing equipment for coagulation monitoring (INR) and devices that measure other haematological tests such as antifactor Xa both for professional health care use and for patient or community use. It will cover all associated services such as: — training for both healthcare professionals and patients/community, — any maintenance/calibration requirements, — supply of all consumables such as strips, — lancets, — reagents, — calibration/controls and any other associated consumable required to run coagulation service. This Lot is for External Quality Assurance provider to provide complete and centralized external quality assurance service for NHS Wales for Anticoagulation/Coagulation services who will distribute samples, monitor results and feedback/report and follow up on non-compliance and any other service required as part of overall EQA service. It is envisaged that this Lot will be managed via a Primary contractor (Contractor for Lot 1) as an overall managed service contract but this will be confirmed within the OJEU Contract Notice after pre-tender/technical dialogue with interested Bidders. This Lot is for supply, installation, training and maintaining of including software upgrades of Anticoagulation Software including but not limited to decision support, induction, dosing, review of patients, bridging guidance, software to allow self monitoring, interfacing with secondary care software and patient administration systems and other GP clinical systems. The requirements will be further refined after dialogue with interested Bidders and prior to publication of any tender documentation. It is envisaged that this Lot may be managed under a Primary Contractor (Lot 1) under a managed service contract option however this will be confirmed within OJEU Contract Notice after pre-tender/technical dialogue with interested Bidders.
