Tender description
London Borough of Waltham Forest is looking for a supplier to provide transport solutions for residents who are vulnerable attending its day opportunities. The supplier is expected to deliver two transport offers to residents including those with Dementia and Learning Disabilities namely: 1. A community-led volunteer/driver and car model for users with lower level needs. 2. Minibus or larger accessible vehicle for users with higher level needs, including wheelchair dependency The community-led volunteer/driver and car model would take service users from/to their home to their day opportunity. This may be sourced in partnership with other groups and could provide opportunities to develop services within a social enterprise and/or community interest group model with likeminded organisations. This is designed to be a more personal approach to encourage independence, choice and control and develop new relationships for those service users who are able to. It is expected that initially there will be a minimum of 50 people who require this service, some who may wish to directly purchase. There will remain a need for service users to be transported from/to their home to day service locations by accessible minibus or larger vehicles e.g. where there are higher level needs. It is anticipated that there will be up to 32 service users eligible for this service, again with options for direct purchase. During the day, there will be a need for a maximum of 2 x 16-seater accessible vehicles required to support service users access community resources, predominantly within the Borough but at times also neighbouring Boroughs to take service users to day activities of their choice. This is a real opportunity for a provider to become the key partner with LBWF to develop a service that provides transport solutions for flexible/assessable transport for the people of Waltham Forest who can often struggle to access public transport provision independently. We are seeking social value from local based provider/providers who have a likeminded ethos and can work in partnership with us to deliver the best possible outcomes for our citizens.
