A Contract to provide advertising space in a weekly newspaper circulating in the Royal Borough of Kensington and Chelsea The Council is legally required to give notice to the general public when exercising certain of its functions by placing notices ‘....in a newspaper circulating in the locality’. Statutory notices are an important means for ensuring that the public is kept informed of decisions by their council which may affect their quality of life, local amenity or their property. This is especially the case in relation to issues, such as planning applications, where there is a limited period for the public to respond.
