Hampshire County Council is seeking to procure a new contract for the provision of temporary supply agency resources for schools and educational establishments. This includes both teachers and support staff. To be successful, the new contract needs to be able to meet both current and future challenges of recruiting and retaining high quality temporary workers in a very competitive market. Any provider needs to bring new technologies and digital solutions to source, manage develop and retain workers. It will also be critical to demonstrate an innovative approach that is cost effective and can demonstrate value add for the Council, the school(s) and the worker. Active market engagement by the contract provider will be a critical element in order to achieve the necessary insight and understanding of the current marketplace, trends and candidate availability. Hampshire County Council believe the scope of temporary workers will include all teaching and support staff posts across Hampshire and neighbouring counties, but we are looking for input from the market to help shape our specification and are interested in receiving feedback proposing alternative approaches which expand or modify the projected scope. The purpose of this PIN is to provide advance notice to the marketplace on the intentions of Hampshire County Council. The Council would like to understand how experienced suppliers in the marketplace feel these requirements might best be met, and is therefore carrying out a soft market testing exercise to engage in early informal dialogue prior to any formal procurement taking place. The Council is open to discussion on all potential models of service delivery as well as a discussion of different client and contract management models.
