Tender description

The current healthcare contract was procured in 2012 by the then Hounslow PCT for a period of 5 years; the contract expires on 31.3.2018. In February 2017 NHS England began preparations for a procurement process for the retender of the contract. In March 2017 commissioners were advised to cease the Procurement due to the uncertainty of the future of HMPYOI Feltham due to the Government’s reform programme. The procurement was halted due to this uncertainty as the award of a long term contract would likely have resulted in significant exit costs should the prison have closed unexpectedly mid-contract. In October 2017 the Government made further announcements which confirmed there would be no closure until at least 2024. NHS England will now recommence the procurement for the contract but require the current provider to continue with the delivery until 31.3.2019 to allow a competitive procurement process to be conducted with a new contract commencing on 1.4.2019. As the current contract expires in March 2018 and it is not feasible to procure a new contract before this date and have a new contract in place by 1.4.2018, NHS England have modified the existing contract to include a one-year extension option to cover the period of 1.4.2018 to 31.3.2019. The original contract had a duration of 5 years. The Contract value of the 2018/19 extension year is 4 575 500 GBP. The value of the initial 5-year contract is 22 877 500 GBP. The contract for healthcare services at HMPYOI Feltham serving 15-17 year olds and 18-21 year olds. The service offers full range of primary care, including GP provision, nursing, sexual health, pharmacy, podiatry and specialist mental health provision.
