Tender description
Devon County Council is tendering for an Adult Carers Service and a Young Carers Service to support the delivery of the requirements of the Care Act, focusing on promoting the independence and resilience of people caring for someone in Devon. The Delivery of the Carers Services will be across the Administrative Boundary of Devon County Council. This Contract is split into 2 Lots. — Lot 1: Caring Well in Devon (Adult Carers), — Lot 2: Young Carers. The Service Specifications focuses on the following: 1) Main support services for unpaid adult carers; 2) Main support services for Young Carers; 3) Some services for parent carers. We are seeking to commission a Service Provider or collaboration of Service Providers for each Lot who will work in partnership with the Commissioners and others to work towards achieving our ambitions. The Commissioner have a shared vision for Carers. Carers will be: i. universally recognised and valued as being fundamental to strong families and stable communities; ii. respected as expert partners in care; iii. supported to maintain their own health and wellbeing and to achieve a balance between their caring responsibilities and a life outside caring, while enabling the person they support to be a full and equal citizen; iv. In everything we do we will take carers into account. To achieve this Vision, this service will: i. Promote community and family support for Carers; ii. Model respectful working with Carers; iii. Promote the attitudes and skills that will enable Carers to request and take up relationships as expert partners in care; iv. Promote Carer health and wellbeing; v. Enable Carers to support and maximise the choices and independence; vi. Be Carer-focused and Carer-led. The overarching outcomes for the Service are to: i. Protect Young Carers from inappropriate caring, enable them to have their voices heard, reach their full potential and have the same opportunities as their peers. Taking a whole family view of how Young Carers can be prevented from taking on caring responsibilities and supported to achieve the same level of wellbeing, education and development as their peers; ii. Improve the quality of life of all Young Carers regardless of their age, gender, ethnicity and background, for example by enabling them to attend school and engage in activities; iii. Increase the number of Young Carers supported, including those who are hard to reach and/or isolated and identified as hidden. This a chance to make a real difference through focusing on targeted early help support and increasing peer support and buddying. The successful provider(s) will become (a) key strategic partner(s) who will help shape the future of carers services.
