Who Speclialist Work With The National Head of Talent Management (TM) and other national TM team members at the NHS Leadership Academy, staff within the network of NHS Local Leadership Academies, other colleagues from the coalition of NHS organisations that together make up the NHS's pilot Regional Talent Board (including HEE, NHS England, NHS Improvement, provider trusts and clinical commissioning groups) who are either users or customers of the proposed TM IT system. What Specialists Work On Support to the National Talent Management Strategy by completing the discovery process for a talent management IT system for the NHS in England: clearly define the business requirement and corresponding technical specification (inc user research); evaluate both possible existing solutions already in the NHS and possible options to purchase an 'off the shelf' solution; develop paper and prototypes for research, deliver/socialise discovery findings and alpha phase specifications; support any subsequent procurement and supplier selection process; in parallel support work to identify an MVP to support the pilot in the Midlands & East. Where the Work Takes Place The Academy is based primarily in central Leeds and much of the engagement work required to capture the requirements will take place in the Midlands and East of England. Remote working will be considered. If not in or near Leeds, then the supplier will need to be prepared to spend time in Leeds from time to time. The specialist(s) will need to work as needed with: - The national talent management team and Academy digital teams in Leeds - a range of colleagues based in the Midlands & East and London - Users, at locations appropriate to conduct research Early Market Engagement Some early discovery has been undertaken by HEE (and will be shared with the specialist once appointed). It is quite headline and focuses largely on describing the national context (the implementation of the NHS National Talent Management Strategy, of which this work is a part), the overarching business need, an NHS TM operating model based on good practice in other industries, some proposed underpinning principles (do's & don'ts) for an NHS TM system and some very basis market research into popular TM IT systems. This work was conducted primarily as a desk-based piece of research and involved minimal actual engagement with potential customers (NHS organisations) or other stakeholders. Working Arrangements It will be important for the specialist to spend time with the National Head of TM early in the project and then at regular intervals (e.g. fortnightly) and provide regular (e.g. weekly) updates. They will need to meet other colleagues as required, predominantly in the Midlands/East of England region, perhaps London also; other than by exception this will be in NHS premises that are free of charge to use. Expenses and rates must be declared in advance of starting and approved before travel by the National Head of TM. Work Location The Academy is based primarily in central Leeds and much of the engagement work required to capture the requirements will take place in the Midlands and East of England. Additional T&Cs Skills & Experience Have experience in conducting GDS aligned research discovery. Have experience designing prototypes for research. Have experience writing Alpha phase specifications. Ensure the discovery draws on relevant best practice from other industries. Have experience of co-designing a solution with a wide range of business end users. Have experience of translating and addressing business needs through the innovative design and deployment of technology. Have an understanding of best practice as regards the confidentiality and data protection of public information. Nice to Haves Demonstrate an understanding of talent management and how technology can support high quality talent management practice Demonstrate a track record of working with the NHS.
