Tender description
Greater Manchester Combined Authority (GMCA), acting as the Contracting Authority for Greater Manchester Police (GMP), is seeking a supplier to provide a managed service of digital video identification procedures compliant to requirements of the Police and Criminal Evidence (PACE) Act Code D where “video identification” is when the witness is shown moving images of a known suspect, together with similar images of others who resemble the suspect. GMP requires a solution that enables secure transmission of data and images between GMP image capture and investigative locations and the hosting service provider. The current supplier is VIPER (West Yorkshire Police). The solution shall be compliant to PACE Code D Annex A with reference to the digital treatment of images in concealment and replication processes. Greater Manchester Combined Authority (GMCA), acting as the Contracting Authority for Greater Manchester Police (GMP), has issued this Prior Information Notice (PIN) to advertise this opportunity to the open market and seek expressions of interest from suppliers that may wish to take part in future associated tenders. Part of the market engagement exercise will also allow GMP to explore the market place. Contractors interested in submitting a bid, when the tender is advertised in April/May, are requested to express an interest in this PIN via the Bluelight e-tendering system (www.bluelight.gov.uk). Please include Company details, emails, and telephone number. Following the expiry of the PIN, a short market engagement questionnaire may be sent out to all parties who expressed an interest, allowing GMP to gather feedback from the market to assist in the specification. This is a PIN notice- No tender documents have been issued at this stage — the full specification will be published with the OJEU Contract Notice. The procurement will use the Bluelight e-tendering system (www.bluelight.gov.uk). To participate, interested parties (including SMEs, social enterprises, voluntary or community organisation) must be registered on Bluelight with up-to-date contact details.
