Tender description
During the summer of 2017, Hebridean housing partnership (HHP) and Comhairle nan Eilean Siar partnered with Scottish Government’s More Homes Scotland and undertook a Master planning and options appraisal exercise for a large strategic housing site in the Goathill area of Stornoway with the objective to deliver affordable housing, housing with Extra care, and a Residential care home hub to meet the needs of the island’s elderly population and to fulfil wider strategic housing objectives. Furthermore, in December 2017, Comhairle nan Eilean Siar agreed to commit 15 800 000 GBP of its 2018-2023 capital programme towards the care related accommodation associated with this project. The proposed development is based on the preferred model of care, comprising a 52 bed residential care home and a 50 unit extra care facility on a greenfield site at Goathill Farm, Stornoway, Isle of Lewis, currently owned by Hebridean housing partnership (HHP). Further information on site location details are provided in Appendix 1. Draft accommodation schedules for the proposed care related facilities are provided in Appendix 2. In addition to the buildings, the development also comprises ancillary facilities such as car parking and bus drop-off areas, courtyard and external garden areas, refuse compound, delivery zones, and works to the existing road infrastructure and access to the site at Perceval road. The masterplan for the site concluded that there is scope also to provide affordable housing on the land out-with the residential care and housing with extra care development. It is estimated that approximately 62 housing units could be accommodated utilising HHP’s preferred house types (comprising single and 2 storeys) as previously implemented in other island locations. There is an aspiration to include this within the overall development works and a formal decision is awaited on this.
