Why the Work is Being Done Bristol City Council (BCC) has been on an exciting journey building our new State of The Art SMART City Operations Centre. Phase 1, the build is complete and we have achieved the most integrated operating model of any other authority in the UK. The exciting development of SMART City is our next phase (Phase 2) which must be completed by 31st December 2018. Problem to Be Solved BCC requires experienced Programme Leadership and technical expertise to design and deliver on time and within budget, SMART city technology and commercial strategies for Bristol Operations Centre. This will cover CCTV, Health systems, Traffic & Transport, Energy, Environment and Waste, Public Space Surveillance and Security. The requirement is to ensure integrated city-wide management and service delivery, technological innovation, operational savings and efficiencies, attract new customers/shared services/revenue for Bristol Operations Centre. Who Are the Users As a City, Bristol seeks to maintain and build on an efficient and SMART city operating framework for the future. This aligns to the Mare’s aspirations and commitments to innovation. BCC has committed to a building a leaner, more efficient service delivery for citizens, with an Operating Centre that is well prepared and resilient. The Bristol Operating Centre must provide a smarter target operating model. To citizen’s this will deliver many improvements. Examples are effective traffic management; technology that will enable increase people's independence, improved camera technology and predictive analytics that will improve crime prevention and protect public spaces. Early Market Engagement Work Already Done We have already built a multi-functional operations centre and co-locate the cities three control centres - emergency, traffic, estate management and concierge services. The Procurement and implementation of an integrated platform and urban traffic management system has been achieved. In addition a change programme associated with staff relocation of three teams has been completed, in preparation for Phase 2. We now have other customers using the Operations Centre facilities. Existing Team The supplier will need to interface with: Bristol Operations Centre Team. Bristol Operations Centre Programme staff recruited by BCC. Bristol City Council (BCC) support functions such as finance, procurement, Test, PMO etc. BCC Heads of Service. Partner agencies linked to SMART city, Bristol is Open, University of Bristol, Blue light Agencies and Clinical commissioning groups amongst others. Existing suppliers and service providers. Current Phase Beta Work Location The work will in the majority take place in central Bristol in the Bristol Operations Centre at least 4 days per week. Other ad hoc locations will be required for meetings. Working Arrangments The supplier's team members are expected to be in Bristol 4 days per week in order to ensure cohesion, liaison, delivery and face-to face engagement with relevant stakeholders and team members. Expenses for travel to Bristol will not be paid as this is the designated location of work. Occasional expenses for travel to sites outside Bristol will be expected and should be in accordance with BCC expenses policy. Security Clearance N/A Additional T&Cs Skills & Experience Capability for team to work is Bristol City Centre 4 days per week Whole team must be mobilised by 27th April 2018 and available until 31st December 2018 Have Proven Programme Leadership and Project Management skills and experience Capability and experience of developing SMART Cities or similar initiatives with other partner organisations and suppliers Experience of Developing Commercial Strategies and Operating Models to deliver technological innovation, revenue, new customers/shared services, operational savings and efficiencies and create Integrated city-wide services Have SMART City Technical/ICT/resources to cover CCTV/Fibre Have SMART City Technical/ICT/resources to cover Health systems Have SMART City Technical/ICT/resources to cover Traffic & Transport Have SMART City Technical/ICT/resources to cover Energy Have SMART City Technical/ICT/resources to cover Environment and Waste Have SMART City Technical/ICT/resources to cover Public Space surveillance and security Experience of writing clear strategies, policies, procedures following appropriate public sector organisational approvals. Experience of delivering timely implementation of all products and services within EU and public sector procurement policies and procedures. Providing timely and accurate technical requirements and guidance to procurement resources.
