Summary of the work The DVLA requires a specialist to provide industry best practice experience and patterns in the development of Domain Driven Design and the subsequent implementation of those patterns using Java 8 on public cloud infrastructure. The specialist will work to a pipeline of work that has been prioritised by the DVLA. Specialist role Developer Expected Contract Length 12 months with potential to extend for a further 12 months. Latest start date Monday 5 February 2018 Maximum Day Rate Max £750 inclusive of T&S Early Market Engagement This is one of three similar requirements for Domain Driven Design. The IT Service Creation teams needs to able to deliver digital services at pace and using the Command-Query Responsibility Segregation pattern with Event Sourced systems of record. The DVLA has little native experience of implementing these technologies at scale and the specialist will be critical to the timely delivery of transformed digital services to the industry. The IT Service Creation team needs to be able to deliver digital services at a much greater pace than they currently do. The services they develop must have a much lower cost of operation than they currently do. The basic operating model for IT Service Creation has been asserted and we are now beginning to prove that it will work. This has exposed a substantial gap in experience and knowledge. We intend to have around 3-4 squads of mix-capability engineers working on the Vehicles Transformation programme. Who Speclialist Work With They will work with (by providing expert advice) the IT Service Creation delivery squads in DVLA which includes software engineers, test engineers, business analysts and also the Senior Management Team. What Specialists Work On The DVLA requires a specialist to provide industry best practice experience and patterns in the development of Domain Driven Design and the subsequent implementation of those patterns using Java 8 on public cloud infrastructure. The specialist will be an expert on the creation of System of Record data stores using the CQRS/ES patterns. DVLA require the expert to assure the implementation of these systems meets industry best-practice. We anticipate this may take up to twelve months but acknowledge that this could take longer. Outputs delivered within this twelve months are required to be built to industry best-practice implementations. Skills & Experience • Evidence of extensive experience in domain driven design concepts and their implementation • Evidence of extensive experience in the implementation of event-sourcing patterns • Evidence of extensive experience working on projects using open source technology within cloud hosted/virtualised environments; AWS preferred • Evidence of the ability to communicate complex technical concepts and ensure knowledge transfer to in-house development teams • Evidence of experience building scalable server-side web applications and scaling high volume web services • Evidence of detailed knowledge of the Java programming language to Java 8. • Evidence of experience working with version control systems • Evidence of experience of exposing APIs using REST, specifically Drop wizard. • Evidence of experience of integrating with external systems using REST • Evidence of experience working in a continuous integration environment with tools such as Jenkins and Ansible • Evidence of supporting enablement of in-house development capabilities, engaging with staff and creating an environment of knowledge sharing Nice to Haves • Evidence of knowledge of relational and non-relational database systems, for example PostgreSQL/MongoDB • Evidence of knowledge and experience of Event Store • Evidence of knowledge and experience of Play Framework • Evidence of knowledge of JavaScript libraries • Evidence of experience presenting work at user groups and agile ceremonies communicating technical concepts to a non-technical audience • Evidence of experience implementing monitoring solutions for developed services, such as Google Analytics dashboards etc. • Evidence of experience working as part of an agile software delivery team, embracing collaborative working practices and contributing to a shared team goal Work Location DVLA, Morriston, Swansea, SA6 7JL Working Arrangments The nature of the work dictates the location. Standard working week/hours to be managed by the Supplier as they see is appropriate. Security Clearance BPSS / Disclosure of Scotland minimum, SC clearance desirable. Additional T&Cs We currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision. Are these replacements for existing positions or extensions? This requirement is for a new contract. 3. will the current contractors that are in place be reapplying for their roles? This is an open and fair transparent procurement for all suppliers who wish to apply on the framework 4. Can you clarify the working arrangements. The language in the specification leads toward the potential for remote working - is this possible, and how much would be available? The nature of the work dictates the location which will be DVLA Swansea. 5. What is the lead time for feedback once the application is submitted? The lead time for feedback is within a one month timeframe. 6. Will this role be within IR35? We currently see this role as sitting outside of IR35, for further information please refer to the Additional information section of the advert. 7. Any chances of change in start date as the latest date mentioned is Monday 5 February 2018 The latest start date will remain as 5th February 2018. 8. Will you sponsor security clearance? We expect any proposed individuals to have Basic Clearance/Disclosure of Scotland when they arrive, the Supplier needs to ensure this is in place prior to starting.If during the course of the engagement DVLA decides that full SC clearance is required then yes we would sponsor this. 9. What are the other expenses which will be paid? There will be no other expenses to claim. 10. What are the exact work locations? The location is DVLA, Swansea. 11. Any specific format(pdf,doc) in which CVs to be sent later There is no specific format for CV's 12. Is occasional remote working allowed? The nature of the work dictates the location which will be DVLA Swansea. 13. Is there any travel involved in this role and will the travel expenses be paid ? There is no travel involved in this role, it is based in Swansea. Any Travel & Subsistence should be factored into the proposed day rate. 14. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 15. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Any individuals put forward for this role must have basic Security Clearance, i.e. BPSS cleared (have Disclosure of Scotland certificate).
