Why the Work is Being Done The NLEDS Programme is delivering solutions that will replace Police National Computer (PNC) and Police National Database (PND) The Police and Public Protection Technology (PPPT) - Software Engineering Group (SEG) need to transform their business operating model and technology skills profile in order to transition away from supporting legacy solutions and migrate towards delivering the range of technical support that will be required once the NLEDS Programme achieves its live services milestone. This endeavour will require a third party partner to work alongside PPPT SEG in a resourcing, training and development programme extending for at least a two year period Problem to Be Solved Creation of a partnership that will provide knowledge, expertise and additional capacity in project management, graduate recruitment, mentoring, training and career development fully aligned with the PPPT business transformation objectives. The selected partner will be expected to recruit suitably qualified and / or experienced graduates / junior software engineers (potentially ranging from 6 to 40 in an agreed number of cohorts) to be initially deployed on interim development roles for a period of up to two years. The ultimate aim is that these resources will progressively transfer to permanent roles within the SEG as the PPPT business model matures. Who Are the Users The principle tier one beneficiaries will be (a) Home Office Police and Public Protection Technology Software Engineering Group and (b) the National Law Enforcement Data Programme (NLEDP). Working Arrangments The appointed partner will be expected to “own” and lead this initiative in engaging with and recruiting suitably qualified and experienced graduate candidates / junior software engineers to be initially deployed on a variety of interim training and career development roles for a period of up to two years. This will include but not be limited to the following activities: project design (PID), project planning, project management, job profiling, recruitment, resource management and development, HR services including organisation design, remuneration policy, mentoring, career development and performance appraisal and routine reporting and status updates. Skills & Experience Demonstrable capacity to fulfil the requirements demanded by this outcome. Demonstrable senior management skills and resources in both IT and HR to drive a programme of this size and complexity. Ability to provide and mentor graduate / entry level (SFIA Level 1) resources with correct level of supervision. Ability to calibrate training requirements and align development outcomes with appropriate professional qualifications. Demonstrable track record in attracting and retaining candidates in similar placements and ultimately transitioning to permanent employment. Evidence of expertise in developing JAVA software programmers and developers. Understanding of, and compliance with, Home Office security clearance requirements at SC level. Evidence of embedded processes and systems designed to support the business model demanded by this requirement. The ability to mobilise immediately following appointment from award of contract. Nice to Haves A bank of potential candidates already screened for a requirement of this nature. An appreciation of the purpose and role of law enforcement data systems in policing and wider law enforcement activity. Evidence of recent and relevant experience of delivering requirements similar to this in the government sector.
