Summary of the work To work with the in-house team to evolve the high level design, along with the User Stories and select/design multiple software components. Develop the components using appropriate lifecycles, some are well suited to Agile (i.e. Alpha, Beta), and deliver them into service in a coordinated manner to meet user needs. Expected Contract Length 2 years Latest start date Friday 15 June 2018 Budget Range Up to £15m (Note that this is an estimate and is subject to change) Why the Work is Being Done CT Policing is challenged in its capacity to catch up and maintain pace with digital change, caused by the following three factors: • Rapid increase in the volume of data supporting investigations; • Increased velocity with which investigators need to make decisions based on real-time or near real-time information; • Growing variety of data sources as more information is digitised The MERCURY Programme was established to respond to these challenges in supporting NCTPHQ in developing a solution, through enhancing the digital capabilities of the CT Policing Network. Problem to Be Solved The aims of the programme for the CTP Network are to: a) Enable faster and more effective responses to terror threats and incidents, bringing together the processing power and analytics of the whole Network b) Use the collective information held by the Network to support a single view of terror threats, prioritising national tasking and enabling surge capability c) Streamline and standardise data handling and processing within the Network to become more efficient d) Increase the storage capacity for the Network and make suitable provisions for the future e) Develop and share existing and future learning with wider law enforcement Who Are the Users Users include a wider range of people including specialists across the Counter Terrorism Network fighting terrorism in order to keep the British public and visitors to the UK safe. Early Market Engagement Early market engagement took place in the form of several 1-2-1 meetings with suppliers, feedback from these sessions can be summarised by the following themes: • Suppliers generally understood the intended functional scope of the components required, however it was understood that maturity levels for components vary. • Suppliers recognised the challenging timescales within the programme • The client-side / supplier-side relationship was seen to be crucial for successful delivery. Some suppliers put forward the proposal of working as a delivery partner. • Most suppliers agreed that a phased delivery approach would work best. • Suppliers recognised that the procurement strategy and timelines are challenging. • Suppliers expressed an interest an interest in regular consultation throughout the procurement, such as further 1-2-1 meetings following issue of the ITT. Work Already Done The programme is in Discovery with a range of information collected on current processes, applications, data, infrastructure and user needs. A high-level architecture for the required solution has been developed. Business architects are developing a target operating model for digital exploitation across the CTP Network. A national official hosting platform, platform services and network are being implemented. Existing Team Mercury Programme team, including Subject Matter Experts (SME'S) and working with internal ICT. Small number of other external providers. Working Arrangments Working arrangements will follow a hybrid approach with suppliers working on-site and remotely, there will be the possibility of flexing these arrangements as the programme evolves. On-site delivery partner resources will conform to prevailing CTP rules & procedures. Security Clearance Staff involved with delivery of the Contract shall be vetted / willing to be vetted to a level commensurate with the highest Classification of CTP-related assets to which they could have access. For this contract NPPV3 will generally be the highest level of vetting required with some elements requiring DV.
