Tender description

From 1.10.2015, Brent is under a legal duty to commission the healthy child programme 0-5 pursuant to the local authorities (public health functions and entry to premises by local health watch representatives) and local authority (public health, health and wellbeing boards and health Scrutiny) (Amendment) regulations 2015 (“the principal Regulations”) and therefore under a legal duty to secure the provision of the 5 mandated elements of the healthy child programme 0-5. These are: — antenatal health promoting visits, — new baby review, — 6-8 week assessment (the health visitor or family nurse led check. The GP led 6-8 week check will continue to be commissioned by NHS England through Primary Care Commissioning). 1 year assessment; and 2-2½ year review. Brent's health visiting and FNP (healthy child programme 0-5”) services are currently provided by LNWHT. Brent also has responsibility to secure 5-19 public health services, CLCH deliver the school nursing service. Universal public health services for children and young people are mainly delivered through a national programme, called the healthy child programme. In 4.2013 London Borough of Brent became responsible for providing the healthy child programme (through school nursing services) to all 5-19 year olds. From 10.2015, the Council also became responsible for providing the healthy child programme (through health visiting services) to all 0-5 year olds in Brent. This presents new opportunities for the Council in bringing together a robust approach for improving outcomes for children and young people across local authority led services. The local authority’s key responsibilities for child public health include: — improving the health and wellbeing of children and young people, — bringing together the holistic approaches to health and wellbeing across the full range of their responsibilities, — optimising the ring-fenced public health budget to improve outcomes for children and young people, — leading commissioning of public health services, for example, health improvement. The new system needs to contribute significantly towards reducing need and demand for higher level services and improving public health outcomes for children, young people and families, alongside other key partners. The integrated public health system will have universal service provision at its core, including some targeted public health interventions such as: — health visiting and school nursing for 0-19 year olds and their families – incorporating delivery of the Department of health’s healthy child programme 0-19 years. — intensive, evidence-based support for young or vulnerable pregnant women using the Maternal Early Childhood Sustained Home‐visiting (MECSH) programme, — weight management programme for children, young people and their families, — breast feeding support for women in Brent – Including volunteer breastfeeding peer support, — defined support for children with additional and complex health needs in Brent special schools. The integrated children and young people’s public health system and subsequent interventions delivered within it will: — be high quality, evidence based and accessible with a focus on prevention of ill health and provision of early help, — maximize the health and wellbeing of CYP and their families in Brent, — reduce health inequalities by ensuring interventions reach vulnerable children, — ensure the safeguarding of all children.
