Tender description

The programme “Delivering climate resilient water and sanitation in Ethiopia” will consist of a programme of financial aid and technical assistance to the Government of Ethiopia and other non-state actors to implement measures to improve the resilience of water and sanitation services to climate change in selected climate-vulnerable regions of the country. The programme will benefit 5 million people, with up to 1 million people affected by drought benefitting from new or reinstated water and sanitation services. The programme complements DFID Ethiopia’s significant programming on water and sanitation and supports effective delivery of the Government of Ethiopia’s strategy for sustainable water supply in drought-affected areas. The fund for financial aid and technical assistance to the Government of Ethiopia will have up to 15 200 000,00 GBP available for disbursement over 4 years. DFID will seek to contract a supplier for programme management and technical assistance, for which the anticipated budget range is up to 1 500 000,00 GBP over four years. Financial management and disbursements of the fund will be managed by DFID. Programme activities and technical assistance will be in the following areas: 1) Mapping and management of groundwater resources; 2) Integrating climate resilience into design norms and standards; 3) Building the capacity of Government of Ethiopia staff to use climate information; 4) Implementing measures such as flood protection and drought management in selected districts (‘woredas’) in Ethiopia. The expected impact of the programme is to support communities and households to become more resilient to current climate variability and future climate change and through improved access to services have improved health and reduced poverty. Programme management and technical assistance responsibilities will include: recommending to DFID the funding to be awarded to different projects based on detailed discussions with the Government of Ethiopia and other stakeholders; providing technical assistance to the Government of Ethiopia on both climate resilient WASH issues and also project management issues; monitoring and evaluating the delivery of the projects to ensure programme aims are achieved; reporting on the projects to DFID; undertaking monitoring and evaluation as required to assess the effectiveness of the work; and ensuring knowledge management and dissemination of learning from the projects. As part of an exit strategy.
