Tender description
Bidders must note that this is a light touch procurement process (S. 74-76 OF PCR 2015) and not an open procurement procedure. The Authority has been unable to access the appropriate OJEU form, and accordingly, we have been required to complete a standard contract notice and tick the open procedure box. This is a light touch procurement process. The Ministry of Justice (the “Authority”) is seeking to establish a multi-lot framework for the provision of education services to those in custody in England — the Prison Education Framework (PEF). The PEF will comprise of 17 Lots. Up to 5 suppliers will be appointed per Lot. Broadly, one call off competition will be conducted in respect of each Lot and one call off contract will be awarded per Lot to a single supplier. Suppliers appointed to a Lot will be mandated to participate in the call-off competition process for that Lot. See II 1.4 above.
